During the October 11,2017 Technical Conference held in Salt Lake City,Rick Link
stated that his team's modeling demonstrates that output from Wyodak and Dave
Johnston would increase and the output from Jim Bridger decline as a result of the
Combined Projects (1240 MW of new wind plus 140 mile 500 kV transmission line plus
the 230 kV Network Upgrades).Attachment OCS 1.31 -2 CONF.xlsx displays this
incremental output for Wyodak and Dave Johnston -specifically,the attachment displays
the GWh of increased generationin the case of new wind and transmission as compared
with wind repowering only for the years 2017 -2036.
(a)Reproduce Attachment OCS 1.31 -2 CONF.xlsx using current assumptions and
modeling parameters (if not previously used)but include generationdata for the Jim
Bridger plant.Display results using unit data level data.
(b)Does the additional transmission impact the dispatch of PacifiCorp's share of either
the Craig or Hayden plants?If so,include generation from Craig and Hayden in the
reproduction of OCS1.31 -2 CONF.xlsx.Provide unit level data.
(c)Do the Combined Projects impact the dispatch of the Hunter and Huntingtonunits?If
so,include generation from Hunter and Huntingtonin the reproduction of OCSl.31 -2
CONF.xlsx.Provide unit level data.
(d)Do the Combined Projects impact the dispatch of PacifiCorp's share of Colstrip?If

Response to WRA Data Request 2.1
(a)The Company has not performed updated economic analysis for the transmission
project and new wind using current assumptions and modeling parameters.Consistent
with the procedural schedule in this docket,the Company will update its economic
analysis in its supplemental filing in mid-January 2018.
(b)The additional transmission impact on the dispatch of PacifiCorp's share of either the
Craig or Hayden plants cannot be isolated as the study includes the proposed new
transmission project and new wind facilities.Please refer to the Company's response
to subpart (a)above.

The 2017 IRP states that PacifiCorp intends to retire the four Dave Johnston units by end of
2027 -the end of their depreciable lives in all states but Oregon.Presumably,all else equal,
these retirements would lower the "stiffness factor"in eastern Wyoming and could lead to
voltage control issues whether or not PacifiCorp proceeds with the Combined Projects.
a)What steps has PacifiCorp taken to address the potential voltage control problems that
could arise with the retirement of these units?Describe in detail the options the
Company has considered.What elements of the 230 kV Network Upgrades,if any,
would be needed assuming no new wind?Provide options,studies,timelines,etc.
b)If the Combined Projects are approved,what additional transmission enhancements,if
any,will be needed to provide voltage control and maintain reliable operations following
the retirement of the four units at Dave Johnston,wheneverthey occur?
c)Assume Dave Johnston Units 1 and 3 are retired by the end of 2020 but no new wind is
added.Describe in detail the transmission enhancements,if any,that would be
necessary to provide voltage control and maintain reliable operations.
d)Assume Dave Johnston Units 1 and 3 are retired by the end of 2020 and approximately
1000 MW of new wind is added.What enhancements,if any,in addition to those
identified in "c"above would be needed?
Response to WRA Data Request 2.2
a)The more recent 2017 studies,which are underway,will evaluate the Dave Johnston
Plant retirement impacts to new Wyoming wind generationintegration.These study
findings will be available for release upon request to stakeholders and state commissions
by year end.
b)While voltage control,includingdynamic and static devices,is being evaluated as part of
study efforts to integrate the Combined Projects with the current Wyoming transmission
system,no detailed studies have been performed to evaluate additional transmission
enhancements needed to provide voltage control and maintain reliable operations
followingthe retirement of the four units at the Dave Johnston Plant -followingthe
implementation of the Combined Projects.
c)No detailed technical studies have been performed to evaluate the impacts of the Dave
Johnston Units 1 and 3 retirement on the Wyoming transmission system.
d)No detailed technical studies have been performed to evaluate the impacts of the Dave
Johnston Units 1 and 3 retirement on the Wyoming transmission system.
