RE:ORDER TO SHOW CAUSE FOR FAILURE TO REPORT INTRASTATE
GROSS REVENUE AND PAY REGULATORY ASSESSMENTS.
Idaho Code ~~ 61-1001 and 62-611 require public utilities to pay a special regulatory
fee in an amount necessary to defray the Commission s supervisory and regulatory expenses.
Procedural Rule 16.02 requires all utilities to designate a service agent to receive summonses and
complaints and maintain their address on file with the Commission Secretary.IDAPA

In 2002, Staff sent revenue reporting letters, assessment letters, and late notices to
regulated utilities at their designated addresses. Forty-two (42) companies neither reported their
2001 intrastate gross revenues, nor paid their 2002 regulatory assessments. These non-
responsive companies included ACOMM, Inc.; Advanced Telecommunications Network; Inc.
American Tel Group, Inc.; AT CALL Inc.; Atlantic Telephone Company, Inc.; Blackstone
Communications Company; C-Systems, Inc.; Calling Card International, Inc.Cardtel
Communications Company; Cash Back Rebates LD.COM, Inc.; CCCID, Inc. dba Connect!;
Clear Call Telecom, LLC; Combined Billing Corporation; Connect! LD, Inc.; Cybertel
Communications Corporation; Digital Access Communications; Eagle Telecom, Inc.; Equalnet
Corporation; Erbia Network, Inc.; eVULKAN Inc. dba beMANY!; Global Rate Processing, Inc.
iTELSA (USA), Inc.; Jato Operating Two Corporation; Legends Communications Inc.; M.
West Communications; Northern Intermountain Security Inc.; Nova Telecom, Inc. dba B.E.

return the Commission s reporting and assessment letter, Staff assumes these companies received
their mail but chose not to respond.
ST AFF RECOMMENDATION
Staff recommends the Commission issue an Order to Show Cause and Notice of
Hearing to these companies identified as not reporting their 2001 intrastate gross revenues and
not paying their 2002 regulatory assessments. The Commission s Order to Show Cause and
Notice of Hearing will then be sent to the identified companies and their agents via regular and
certified mail. On a date specified in the Notice of Hearing, a hearing examiner will conduct an
Order to Show Cause hearing to create the record necessary for the Commission to issue an
Order revoking the price lists, tariffs and/or Certificates of these companies.
COMMISSION DECISION
Does the Commission wish to issue an Order to Show Cause and Notice of Hearing to
the companies identified as not reporting their 2001 intrastate gross revenues and not paying
their 2002 regulatory assessments?
