Please reference RMP Utah Docket No.17-035-39 and the rebuttal testimonies of Cindy
Crane,Rick Link,and Jeffrey Larson which discuss the updated economic analysis for
the repower project.In particular,Mr.Link discusses the updates beginning on page 3 of
his rebuttal.The updates include a correction to transmission assumptions,more current
load forecasts,more current forward price curve assumptions,and more current cost-and-
performance estimates for the wind facilities.In lightof this updated economic analysis,
please answer the followingquestions:
(a)Has RMP performed,or is RMP planning to perform,a similar update to its economic
analysis to reflect updated forward curves,load forecasts,corrections to transmission
assumptions,and/or cost-and-performance of the wind facilities (either or both the
new wind proposed in this docket or the modeling of the repower facilities included
in some of the analyses in this docket)?
(b)If RMP has already performed this analysis,please provide a full and unredacted
copy of the results includingall work papers in an electronic format with all formulae
and links intact,includingupdated work papers from other witnesses that depend on
these results.
(c)If RMP has not yet performed or completed the analysis but is either currently
performing the analysis or plans to perform the analysis:
i.please provide an estimate of when the results will be available.
ii.Once the analysis is complete,please provide a full and unredacted copy of the
results includingall work papers in an electronic format with all formulae and
links intact,includingupdated work papers from other witnesses that depend on
these results.
(d)If RMP is not planning on updating its analysis to reflect these changes in
assumptions,please explain in detail why not.
Response to WIEC Data Request 9.1
(a)The Company understands this questionas to be asking both whether the Company
has (i)performed new analysis on the new wind facilities akin to that which was
performed for the repowering project (e.g.incorporating new cost information,load
forecasts,etc.),or (ii)updated the analysis of the new wind facilities to incorporate
the updated repowering analysis.Based on this understanding,the Company answers
as follows:
The Company has not performed either of these updates to its analysis for the new
wind and transmission projects addressed in this docket.Consistent with the approach
described in the application,the Company will update its economic analysis in its
supplemental direct filing to be filed in January 2018.
