Referring to the direct testimony of Jeffrey K.Larsen at page 16,line 12 through page 17,
line 1.
(a)Please provide a detailed explanation of Mr.Larsen's understandingof any potential
changes to the inter-jurisdictionalcost allocation methodology that are being
considered and/or discussed by PacifiCorp and its stakeholders.
(b)Please provide a detailed explanation of Mr.Larsen's understandingof how the
potential changes to the inter-jurisdictionalcost allocation methodology described in
subpart (a)could impact the allocation of the costs and benefits of the Combined
Projects to Wyoming.
(c)Please provide a detailed explanation of the Company's proposal to allocate the
Combined Projects across the six-state service territoryon a system basis (i)upon the
expiration of the 2017 Protocol Allocation Agreement,and (ii)in the absence of an
agreement through the Multi-State Process to do otherwise.
Please admit that the allocation of the costs and benefits of the Combined Projects upon
the expiration of the 2017 Protocol Allocation Agreement is uncertain.If your answer is
anything other than an unqualified admission,please provide a detailed explanation of
your response.

(a)The MSP working group continues to meet and discuss various proposals.Since the
MSP discussions are ongoing,the end results are not certain at this time.The
Company's proposal is to continue to allocate all wind facilities using a fixed system
generation(SG)factor
