(3)Net Generation (MWh) (4)Capacity Factor (%) (5)Cost per mega-watt hour ($/MWh)based on Total Variable Cost (6)Cost per mega-watt hour ($/MWh)based on Total Variable and Fixed Cost Response to IPUC Data Request 48 Please refer to Confidential Attachment IPUC 48,which provides the Naughton plant's contribution to PacifiCorp's system. (1)Please refer to the confidential work papers supporting the Direct Testimony of Company witness,Rick T.Link: System Optimizermodel (SO model)-The variable costs are "Existing Station Fuel Costs","Existing Station Variable O&M Costs"and "Existing Station Emission Costs"in millions of dollars are provided in the confidential folder "SO Model Summary Reports",then select a study, for example, the file "SO Portfolio RPCC-RPN-EGI-MM_1706041757".Open tab "PaR StationData"and sort column b "Resource for the Naughton units"(i.e. CL Ñaughtonl,CL Naughton2,CL Naughton3). Planning and Risk (PaR)model-The variable costs are "Fuel Costs ($000)","Start Cost ($000),"VOM Costs ($000)"and "CO2 Costs ($000)"in thousands of dollars are provided in the confidential folder "PaR Summary Reports",then select a study, for example the file "PaR Stochastic Summary PRPCC-RPN-EGI-MM _1706050906".Open tab "PVRRby Station"and filter column f "Entity for the Naughton units"(i.e.CL Naughtonl, CL_Naughton2,CL_Naughton3). PAC-E-17-07 /Rocky Mountain Power September 26,2017 IPUC 2nd Set Data Request 48 (2)Please refer to the Company's response to subpart (1)above.For the SO model fixed costs by unit, look for "Existing Station Fixed Costs"which reports the total fixed costs as the model does not breakdown by item. The PaR model fixed costs are taken directly from SO model. (3)Please refer to the Company's response to subpart (1)above.For SO model net generation,go to tab "Existing Generationby Station"reported in gigawatt-hours (GWh)annually, and look for Naughton by unit.To convert to megawatt-hours (MWh)multiplyGWh by 1,000.For PaR model net generation, look for the "Generation GWh"column. The data is the same as the Net Output (GWh). (4)Please refer to the Company's response to subpart (1)above.For SO model capacity factor,go to tab "Capacity factor"reported annuallyand look for Naughton by unit.PaR does not report capacity factor. The capacity factor can be calculated by taking the generation in GWh as referenced in subpart (3) above, multiplyby 1,000 and divide by the Capacity @peakhr (megawatt (MW))multipliedby hours per year,8,760 except in leap years. (5)Please refer to the Company's response to subpart (1)above for variable costs in dollars millions for the SO model and divide by the referenced net generationby unit in GWh referenced in subpart (3)above,multiplyby 1,000 to calculate the cost per MWh ($/MWh)for total variable cost. Also refer to subpart (1)above for variable costs in dollars thousands for PaR,and divide by the generationby unit in GWh referenced in subpart (3)above,multiplyto calculate the $/MWh for total variable cost. (6)Please refer to the Company's response to subpart (1)above for variable costs plus subpart (2)above Fixed Costs in dollars millions by unit for the SO model, and divide by subpart (3)generationby unit in GWh,multiplyby 1,000 to calculate the $/MWh for total variable and fixed cost. Also refer to subpart (1)above for variable costs in dollars thousands for PaR,plus subpart (2)above Fixed Costs in dollars millions by unit for SO model, but convert to thousand dollars by multiplyby 1,000,and divide by subpart (3)above PaR generationby unit in GWh to calculate the $/MWh for total variable and fixed cost. Recordholder:Dan Swan Sponsor:Rick Link PAC-E-17-07 /Rocky Mountain Power September 26,2017 IPUC 2nd Set Data Request 49 IPUC Data Request 49 In the context of Production Request No.49,did the Company evaluate an earlier closure of the Naughton units based on implementation of this project? If so, please provide any analysis. If not, does the Company believe this should be evaluated? Please explain. Response to IPUC Data Request 49 The Company assumes that the reference in the request to "Request No.49"is intended to reference IPUC Data Request 48.Based on this assumption, the Company responds as follows: The Company has not performed the evaluation of early closure of Naughton Unit 1 or Naughton Unit 2.Naughton Unit 3 is retired at the end of 20 18 in the studies. PacifiCorp analyzed a range of alternative coal-plant retirement scenarios in its 2017 IntegratedResource Plan (IRP).This analysis was used to identify least- cost coal-retirement assumptions that are maintained in the economic analysis performed by the Company in this proceeding. The analysis described in the request is not needed at this time as alternative coal- unit retirement assumptions for the Naughton units would be independentof the proposed projects in this proceeding and therefore would be the same in the simulations performed with or without the proposed new wind and transmission projects. Please refer to the Company's response to IPUC Data Request 48,subparts (1) through (6),to locate the requested information and follow the same steps. Response to IPUC Data Request 51 The Company assumes that the reference in the request to "Request No.51"is intended to reference IPUC Data Request 50.Based on this assumption, the Company responds as follows: PacifiCorp analyzed a range of alternative coal-plant retirement scenarios in its 2017 Integrated Resource Plan (IRP).This analysis was used to identify least- cost coal-retirement assumptions that are maintained in the economic analysis performed by the Company in this proceeding.
