SUBJECT:Request to install longer blades and new nacelles on existing towers
Mr.Brown,
We are in receipt of your letter dated July 6,2017,requesting the above mentioned modifications.Staff
has reviewed the existing Conditional Use Permit file (CUP 2009-003),along with associated
environmental documents.We find the following:
Condition V-1 -ApprovedProject:Wind energy turbines up to 137 meters (450 feet)in total
maximum heightwith a maximum rotor diameter of 105 meters (344 feet);
This condition establishes allowed dimensions that exceed those requested in your letter.Further,the
revised analysis for risk to avian species indicates that any additional hazard is negligible.Therefore,
Columbia County has determined that,as the proposal is in compliance with the dimensional limits
established in the CUP and the associated environmental analysis,the upgrade is approved without further
administrative requirements.
Please note that at this time,the department is not anticipating the need for any additional permits for the
actual installation of the new components.However,we believe there will be some special inspections
necessary to verify that the new components are installed according to manufacturer's requirements.If
you are contracting to have these inspections performed,we would appreciate getting a copy of the results
for our records.If you are not having these done,please let us know,so we can arrange for them.This
would require that inspection fees be calculated and imposed.
On a related issue,there needs to be some notification to the Columbia County Public Works Department
regarding transportation of the components into and out of the county.Routes,times and dates (if
possible)would be appreciated.Please forward a copy of this informationto our office.
