IPUC Data Request 1
Please provide a listing of all expenses charged to the Company's DSM tariff
rider account for 2014 and 2015. Please include date, vendor, amount, type of
expense, and a brief description of the expense. Please separate expenses by
program so that the total amount for each program ties to the amounts reported in
the Annual DSM reports.
Response to IPUC Data Request 1
The Annual Reports provide the results of the first year energy savings achieved.
In 2011, the Company began performing a year-end true-up in an effort to match
costs incurred with the program's first year savings achieved for calculation of
cost effectiveness.
Confidential Attachment IPUC 1 provides a reconciliation between the year-end
true-up used in the Annual Reports and the Schedule 191 tariff rider balancing
account.
The 2014-2015 line item detail supporting the tariff rider expenditures and the
year-end reconciliation for each year by program that was provided in the Annual
Reports are provided in Confidential Attachment IPUC 1.

Please compare the Company's acquired annual class 2 DSM savings by program
and sector with targets from the IRP and conservation potential assessment for
2014-2015. If the Company did not achieve its targets, please explain why.
Response to IPUC Data Request 7
Table 4 below, also provided in the Company's Application on page 7, provides a
comparison of the Company's 2014-2015 acquired class 2 DSM portfolio savings
with targets from the IRP and achievable technical potential from the
conservation potential assessment. Note, the achievable technical potential is the
amount of available savings provided to the IRP for economic screening, whereas
the IRP selections represent the cost-effective acquisition levels. Thus, the IRP
targets, and not the achievable technical potential should be used to assess
Company performance. The IRP selects DSM resources at a state level, so a
comparison by sector or program is not available.

IPUC 1st Set Data Request 8
IPUC Data Request 8
Please describe how common costs are allocated among the jurisdictions.
Response to IPUC Data Request 8
Common costs shared among Idaho programs that are offered in its portfolio are
allocated based on achieved kWh savings from the prior program year results.
For common costs shared between states, achieved kWh savings from the prior
program year is typically used. For some specific settlement orders such as
system support, number of projects completed from prior program year may also
be considered. For these common costs, settlement orders are created with the
appropriate percentage allocation. When these settlement orders are used, these
common costs receive the appropriate percentage of the expenditure based on the
allocation percentage in place. Updating the settlement order allocation
percentage is done at the beginning of each year.

Please provide the amount of labor expense charged to the DSM tariff rider for
the years 2010-2015. For each of those years, please also include the number of
Full Time Equivalents funded by the rider. Please also provide the general wage
adjustment percentage for non-union personnel approved by the Compensation
Committee of the Board of Directors for each year.
Response to IPUC Data Request 9
Please refer to the table below. The full time equivalent was calculated using the
internal labor hours charged to Idaho DSM divided by possible full time hours in
a year of 2,080 hours. Note that the General wage adjustment percentage reflects
the approved percentages, which is not necessarily equal to the percentage of the
actual payout.

IPUC Data Request 10
Please explain the significant differences in the costs per household served under
the Low Income Energy Conservation Education Program for Eastern Idaho
Community Action Partnership and Southeastern Idaho Community Action
Agency. How were the measures chosen for each of the Community Action
Partners?
Response to IPUC Data Request 10
Both of the Company's partnering agencies, Eastern Idaho Community Action
Partnership (EICAP) and SouthEastern Idaho Community Action Agency
(SEICAA), complete an energy audit on all the homes they serve. They
determine the measures they install based on audit results. EICAP serves an area
of Rocky Mountain Power's service area in which there is a greater portion of
homes with electric heat so they bill Rocky Mountain Power for shell measures
(insulation and windows) in many more homes than SEICAA. EICAP bills for
more measures that reduce electricity usage, whereas SEICAA often bills for
more limited measures such as refrigerators and lighting.

IPUC Data Request 11
Was an evaluation performed by a third party evaluator on the Peak Reduction
Programs? If so, please provide the most recent evaluation. If not, please provide
a schedule as to when the Company plans to have the program evaluated.
Response to IPUC Data Request 11
The Company's Application in this Case is for a prudency determination of
demand side management expenditures charged to the Schedule 191 Customer
Efficiency Services Rate. The Company's Peak Reduction Program is expensed
through base rates and is not a part of the Schedule 191 rate. Accordingly, the
Company is not requesting a prudency determination for expenditures associated
with its Peak Reduction Program in this Case.
Notwithstanding, a third party evaluation of the Company's Peak Reduction
Program has not been conducted, an evaluation is expected to be completed by a
third party in 2017.
