for the calendar periods 2013,2014, and 2015. Please provide this value based
on normalized and as booked results. Please also provide a brief description of how
the Energy Cost Adjustment Mechanism revenues are reflected in establishing the
respective return on equity values.

The Energy Cost Adjustment Mechanism (ECAM) revenues or expenses are not
reflected in establishing the respective return on equity values. The ECAM amounts
are calculated using the actual net power costs allocated to Idaho customers. However,
Results of Operations Report include revenues, net power costs, and factors that are
normalized for temperature, hydro, and wind production. Therefore, the revenues
received from the ECAM do not align with the revenues and expenses included in the
Results of Operations report, and adding the accruals to the Report without accounting
for these differences will not produce a meaningful result.
