Rocky Mountain Power is dedicated to providing you with the best service possible.
Part of that ongoing commitment is to keep you informed about changes that could
affect you.
Rocky Mountain Power filed a request with the Idaho Public Utilities Commission on
May 23, asking for approval to change the Idaho Irrigation Energy Savers program.
Should our request be approved, the exchange program for nozzles, gaskets and drains
will end and the incentive offer for pivot and linear equipment upgrades will change
effective July 15, 2013.
Starting July 15, incentives for nozzles, gaskets and drains as well as pivot and linear
system upgrades will only be available through the custom analysis process.
We understand this may have a noticeable impact on your operations, so incentive
applications through the existing program will be accepted during a 90-day grace
period for eligible equipment exchanged or purchased prior to July 15.
Please notify customers that if they plan to participate in the current program,
equipment must be purchased before July 15 and the incentive application
submitted before October 13, 2013. Incentive applications are available at
rockymountainpower.net/ies.

Proposed Program Changes - Frequently Asked Questions
1. W hat are the proposed changes?
Suspension of prescriptive incentive offers for the following flow reduction measures:
1) Equipment exchange program for nozzles, gaskets and drains.
2) Pivot and linear equipment upgrade measures listed in Table 1 of the current Schedule
155 at rockymountainpower.net/regulation.
Incentives for these measures will be available through the custom analysis process. (See
question 6 for more information.)
No changes are proposed for the custom analysis process which includes system consultations,
pump tests, and incentives for system re-designs and variable frequency drives (VFDs).
2. W hy were the changes proposed?
A third party evaluation of the Idaho Irrigation Energy Savers program by Navigant Consulting
indicated there was a “high degree of uncertainty regarding program energy savings” for the
flow reduction measures. Due to this uncertainty, the prescriptive incentive offers are being
suspended until greater energy-savings confidence can be gained through development and
review of engineering data.
3. W hen will the proposed changes be effective?
The changes could be effective as early as July 15, 2013.
4. How will I know if the changes have been approved?
The status of the proposed changes will be available at rockymountainpower.net/ies or you
can contact the Idaho Irrigation Energy Savers program administrator using the contact
information at the end of this document.
5. W hat is the cutoff to receive prescriptive incentives under the current program?
To be eligible for incentives under the current program the following requirements must be
met:
Equipment Exchange Measures (nozzles, drains, gaskets)
1) Qualifying equipment must be exchanged prior to the effective date.
2) Incentive application and required supporting documentation must be submitted
within 90 days of the effective date.
Pivot and Linear Equipment Measures
1) Qualifying equipment must be purchased prior to the effective date.

6. W ill any incentives be available for replacing worn nozzles, drains, gaskets or pivot
sprinkler packages? How can I get those incentives?
Yes, incentives will be available through the custom analysis process.
To start the custom analysis process, you will need to:
1) Contact the Idaho Irrigation Energy Savers program administrator (contact
information below) prior to purchasing or installing the new equipment.
2) A program engineer will perform an on-site analysis of your irrigation system (while
operable) to determine operating conditions, potential energy savings, and an
incentive estimate. The engineer will then provide you with a detailed report of their
findings and an incentive agreement.
3) Once you sign and return the incentive agreement you can purchase the equipment
and complete the installation.
4) After you notify the program of the installation completion, an engineer will perform
another on-site analysis (while the system is operable) to verify equipment installation
and the resulting water flow reduction. The engineer will provide you with a report
showing final verified savings and the corresponding incentives.
5) The Idaho Irrigation Energy Savers program will mail your incentive check.
7. W ill the prescriptive measures be re-instated?
Rocky Mountain Power does not intend to reinstate the suspended prescriptive measures until
greater savings confidence can be gained through development and review of engineering data
of the relationship between flow reduction measures and energy savings.
8. If I purchase equipment while the measures are suspended, will I be able to receive
prescriptive incentives if the measures are re-instated?
No.
9. W ill system consultations, pump tests and incentives for system re-designs still be
available?
Yes. There are no changes to these elements of the program. Please contact the program
administrator to sign up prior to purchasing new equipment.
10. Do I have to pay anything for system consultations, pump tests, analyses or inspections
performed as part of the custom analysis process?
No. These services are provided at no direct cost to Rocky Mountain Power Schedule 10
customers in the State of Idaho.
