COMMISSIONER REDFORD: Well, good eveni-ng, l-adies
and gentl-emen. This wil-l- be a hearing in PacifiCorp Rate Case
No. PAC-E-13-04. Good evening again, ladies and gentlemen.
This is the time and place set for a public hearing in the
before the Public Utilities Commission in the case I just
referenced, further identified as In the matter of the
Application of PacifiCorp dba Rocky Mountain Power to initiate
dj-scussion with interested parties on al-ternate rate plan
proposals.
To this date, aII j-nterested partj-es have agreed
to a settlement except CAPAI, the Community Action Program.
The settlement a portion of the settlement
provides that Rocky Mountaln Power w1ll not fil-e any request to
increase its base rates in Idaho before May 31, 20L5, wi-th any
new rates not effective until- January 2016.
Revenue requirements for all schedules will- be
increased by the uniform percentage of 0.11 percent.
The parties further agree that within each
schedule wil-I be recovered by increasing only energy by a
uniform percentage amount. These rates al,l-ow a recovery of
20 (sic) percent of the Populus to Termj-nal- transportation
line. The Populus to Terminal- transportation line was ra j-sed

in a previous rate case and it was determined that the
Public Utilities Commission determined that 27 percent of the
li-ne would not be excuse me, 27 percent of the cost of the
l-j-ne would not be given to Rocky Mountaj-n Power.
Whil-e this is a public hearing, a telephonic
hearing, if anybody shoul-d walk in, on the table at the door
there's a summary of all the changes the parties have agreed
to. Pl-ease feel free to take one of these summaries if you
desire.
My name is Mack Redford; f am one of the three
Commissioners who make up the State of Idaho Idaho Publ-ic
Petition (sic). To my right is Commissioner Kjellander.
Seating to my or, on the telephone is Commissioner Marsha
Smith. The three of us make up the Commissj-on, and we are here
to take comments of the public regarding the PacifiCorp
settlement agreement.
Representing the PUC Staff is NeiI Price, deputy
attorney general for the State of fdaho.

What is said in here wil-l- be taken down by a
court reporter and made part of the record in this case. I
want to take just a few mj-nutes to discuss the hearing process
with you.
As the Commissioners, w€ feel very much like
judges in this case, and this case resembles a court hearing.
Because we act as judges in this case, w€ donrt answer
questions or make comments regarding our opinion of the case.
,fust because the proposed settlement that fact
does not mean that the Commissj-on accepts the agreement.
We ask that no one speak out of turn. And, of
course, Lf you are on the telephone, you would wait in l-ine for
your place to come up.
We are wil-l-ing and pleased to hear your testimony
tonight. I think I speak for al-l of us when I say that we are
very much aware of the current state of the economy and
burden additional burdens the rate case places on a1l-
customers. You may be assured that we take this settlement
agreement very seriously and are determined not to approve
anythi-ng that the 1aw does not provide.
Our procedure for tonlght is that if you wish to
testify, you will call j-n under the directions that
Mr. Gene Fadness wil-l- give you.

MR. EADNESS: There is nobody -- other than
Commissj-oner Smith, there is nobody on the line.
COMMISSIONER REDFORD: We're going to wait for
about five more minutes before we call this hearing at a cl-ose.
ft's about ten orr 7:15, and so far we have received no
telephonic comments. So we'l-l- wait for just about five
mi-nutes.

COMMISSIONER REDFORD: We're going back on the
record. To our dismay, there has been no telephonic orr

nothing further to come before the Commission tonight, we'11
