Direct Testimony of Brian S. Dickman: Please provide a monthly summary of the
amount of hydro generation lost from forced outages during the ECAM test year
and a step by step discussion of how the information was calculated.
Response to Monsanto Data Request 10
Please refer to Confidential Attachment Monsanto 10, which provides available
actual forced outage information for December 1, 2011 through November 30,
2012. The outage information is provided in the original daily form. The outage
losses are estimated by operations personnel who have the most direct knowledge
of conditions at the time of the outage. Operations personnel calculate an
estimated amount of lost generation based on best information available at the
time, e.g. what the unit was generating just before the outage, observed inflows
bypassed during the outage, or calculating the bypassed flow lost to generation
after the fact.
