RE:QWEST'S FILING OF ADVICE NO. 02-25-N INTRODUCING Nll
SERVICE AND ASSOCIATED CHARGES.
On November 13 2002, Qwest Corporation (Qwest) filed Advice No. 02-25-N that
introduced 211, 311 , and 511 services and the associated charges in its Northern Idaho Exchange
and Network Services Tariff. Due to a customer request, Qwest has asked for an effective date
of November 27 2002.
211 is a three-digit local dialing arrangement for the delivery of community information
and referral services. 311 allows callers to access non-emergency local government services such
as police or fire departments. 511 provides callers with travel information such as road
conditions or traffic reports. The three-digit codes were assigned for these purposes by the FCC
in its Third Report and Order. (FCC 00-256, CC Docket No. 92-105)
In compliance with the FCC's Second Report and Order, Qwest introduced 711 in its
northern Idaho territory in June 2001. 711 provides a three-digit dialing arrangement for callers

to access telecommunications relay service for the deaf and hard- of hearing. In that filing, Qwest
initially proposed a $300 non-recurring service establishment charge and a $95 switch activation
charge for each switch. On July 10 2001 , Qwest modified Advice No. 01-04-N to reflect a
reduced per-switch activation charge of $30. Staff reviewed Qwest's cost studies in its 2001
filing of711 and notes that Qwest now proposes the same $300 non-recurring service
establishment charge and a $30 per-switch activation charge for 211 , 311 , and 511 in northern
Idaho. Qwest has not included a per-call charge for these services in northern Idaho.
Staff believes Qwest will incur costs similar to those for establishing 711 such as switch
programming and billing and does not oppose Qwest's $300 non-recurring service establishment
and $30 per-switch activation charges in northern Idaho. Staff also believes that the minimal
costs incurred by Qwest on a per-call basis do not warrant a per-call charge. In addition, Staff
believes access to these services is in the public interest and recommends approval of Advice No.
02-25-N with the requested effective date of November 27 2002.
