4 COMMISSIONER KJELLANDER: Well, good evening.
5 This is the time and place for telephonic hearing in Case No.
6 PAC-E-11-12 regarding proposed settlement in the matter of the
7 Application of PacifiCorp dba Rocky Mountain Power for approval
8 of changes to its electric service schedules.
9 My name is Paul Kj ellander. Also involved in the
10 telephonic conference are Commissioners Marsha Smith and
11 Mack Redford. The three of us will ultimately determine the
12 final outcome of this case and issue a Final Order wi thin the
13 coming weeks.
14 The sole purpose of this evening's telephonic
15 hearing is to take testimony from customers of Rocky Mountain
16 Power who were unable to attend the first two previous public
17 hearings, one that was held in Downey and the other in Saint
18 Anthony. So in an effort to accommodate more customers and to
19 provide them the opportunity to comment, we have provided this
20 telephonic hearing this evening.
21 So at this point, we'll take the appearances of
22 the parties, and we'll begin with the attorney representing the
23 Staff of the Idaho Public Utilities Commission.
24 MR. PRICE: Thank you, Chairman Kjellander.

2 COMMISSIONER KJELLANDER: And for the record,
3 none of the other Intervenors are here with legal Counsel, so
4 the only cross-examination that may occur of witnesses will
5 come from either Mr. Price or from the Commissioners
6 themselves.
7 So at this point, I'll check with Mr. Gene
8 Fadness from the Public Utili ties Commission --
9 TELEPHONIC VOICE: Lecture mode on.
10 COMMISSIONER KJELLANDER: -~ who is operating the
11 telephonic conference to determine if we have anyone on the
12 system tonight who wishes to provide public comment.
13 MR. GENE FADNESS: We do have a couple of people
14 who joined the call, none to sign up to testify yet.
15 Remember, if you want to testify, press star one
16 on your phone keypad and then we'll be able to call on you so
17 that you can testify. So if you want to do that, just go ahead
18 and press star one on your keypad.
19 TELEPHONIC VOICE: Participant line unmuted.
20 MR. PRICE: Is someone there?
MR. GAFFORD: Yes.
MR. PRICE: Good evening, sir.

6 COMMISSIONER REDFORD: No questions from

9 COMMISSIONER KJELLANDER: Thank you.

1 the telephonic conference is somewhat unique and I think we're
2 still trying to figure this out on our own in terms of what is
3 most accommodating, why don't we go off the record for about
4 five minutes and see if we receive any other calls; and if we
5 do, then we will take some additional testimony. If we don't
6 receive any additional calls with an inquiry to provide some
7 testimony, then we will close the hearing at that point. So,
8 we'll go off the record and see if we get a few more calls in,
9 and then we'll come back on in five minutes to either take
10 addi tional testimony or conclude the hearing.
11 (Discussion off the record.)
12 COMMISSIONER KJELLANDER: And we're now back on
13 the record. I'm Paul Kj ellander, the Chairman of tonight's
14 proceedings.
15 This is the telephonic hearing that was
16 established in Case No. PAC-E-II-12. We've heard from two
17 customers of Rocky Mountain Power earlier this evening, and we
18 have one final opportunity to see if there is testimony before
19 we conclude this hearing this evening.
20 As a point of interest, there were two earlier
21 public hearings held in Eastern Idaho, one in Downey and the
22 other in Saint Anthony, and the purpose of this evening's
23 telephonic hearing is to allow another opportunity for
24 customers wi thin the Rocky Mountain Power service terri tory to
25 provide public testimony in relationship to this case.

1 So we'll check to see if there is anyone else who
2 is interested in providing testimony this evening.
3 Mr. Fadness, is there anyone else in the queue?
4 MR. GENE FADNESS: No one in the queue. I have
5 turned the mute off though, so if anyone is online, all they
6 have to do now is just speak up. Is there anyone online who
7 would like to testify?
8 No one else.
9 COMMISSIONER KJELLANDER: Okay. Well, thank you,
10 Mr. Fadness.
11 And appreciate the participation we've had this
12 evening, as well as the appearances of legal Counsel for the
13 Staff of the Idaho Public Utili ties Commission and for the
14 assistance of Commissioners Marsha Smith and Mack Redford in
15 being engaged in the telephonic hearing this evening as well.
16 So are there any matters that need to come before
17 the Commission at this point?
18 MR. PRICE: No additional matters, Mr. Chairman.
19 I think at this point, this is the last step in the process of
20 this case and, therefore, the Commission has the opportunity to
21 close the record in this case.
22 COMMISSIONER KJELLANDER: Okay. Well, it appears
23 as if we will be closing the record on this. The three
24 Commissioners will begin their deliberations on the case. I do
25 believe we have one outstanding date for the filing of
