Monsanto 145: In the Confidential Attachment 2.60 2nd Supplemental the Company provided hydro generation lost due to forced outages for the period January 1, 2011 through August 19, 2011. Please explain the relevance of this information to hydro forced outages modeled in the Company's filing which was based on information for the 48-month perod ended December 2010. MONSANTO COMPANY'S SEVENTH SET OF DATA REQUESTS TO ROCKY MOUNTAIN POWER. 1 Monsanto 146: Regarding Confidential Attachment 2.60 2nd Supplemental, please explain on a step by step basis how the Company collected the information provided for 2011. Monsanto 147: Regarding Confidential Attachment 2.60 2nd Supplemental, please provide the amount of hydro generation that would have been lost due to forced outages had the Company not been able to store water for later generation or generated electrcity with the projects other turbine( s) that were not 100% utilized. Monsanto 148: Provide actual monthly stream flows for all rivers with hydro projects, which included forced outage rate modeling in the Company's filing for 2007, 2008, 2009, 2010 and 2011 through August 19,2011. Monsanto 149: Please explain whether the Company considers the hydro conditions for 2011 to be comparable to hydro conditions for the 48-month period ended December 30, 2010 for rivers with hydro projects which were modeled with forced outage rates. Monsanto 150: Please provide the monthly amount of Centralia PTP transmission capacity that was sold though June 2011. Monsanto 151: Please describe the details including but not limited to the term and transmission path changes for the 100 MW transmission redirect described on Page 10 of Dr. Shu's rebuttal testimony in Wyoming Docket No. 20000-389-EP-11. Monsanto 152: For both 2011 and 2012, please provide the rates (e.g., energy, demand, monthly customer, credits, etc.) applicable to Rocky Mountain Power's other two interrptible customers. Please provide an explanation and detail of how the 2011 rates wil be adjusted in order to arrve at the 2012 rates. The following questions relate to the direct testimony of PacifiCorp witness Dr. Samuel Hadaway: Monsanto 153: On an electronic spreadsheet with all formulas intact, please provide a copy of all analyses and workpapers used in support of Dr. Hadaway's testimony and exhibits. Monsanto 154: Please provide copies of all credit reports published by Standard & Poor's (S&P), Moody's and Fitch Ratings for PacifiCorp, MidAmercan Energy Holdings Company and all of its affliates reviewed by Dr. Hadaway. Monsanto 155: Please provide complete copies of all utility industry analyst reports, or assessments on the electric utility industry, reviewed by Dr. Hadaway. The following questions relate to the direct testimony of PacifiCorp witness Bruce Wilams: MONSANTO COMPANY'S SEVENTH SET OF DATA REQUESTS TO ROCKY MOUNTAIN POWER. 2 Monsanto 156: On an electronic spreadsheet with all formulas intact, please provide all spreadsheets and workpapers used to develop the capital strcture, embedded cost of debt, and embedded cost of preferred stock shown at page 2 of Mr. Wiliams' testimony. Monsanto 157: Please provide copies of any PacifiCorp management reports or investigations the Company has made in estimating what an appropriate and least-cost capital strcture would be that wil maintain its financial integrty and credit standing. Please identify the period this study was made, and outline all strengths and weaknesses of this strategic management objective. Monsanto 158: Please provide copies of all correspondence between PacifiCorp and credit rating analysts concerning its capital strctue, credit rating financial metrcs, and other issues that concern PacifiCorp's cost of serice, financial integrty and bond rating. Monsanto 159: Please provide a complete copy of any examination conducted by or for Mr. Wiliams on an appropriate capital strcture for PacifiCorp's regulated utility operations in general. To the extent ths analysis includes any quantitative studies, please provide complete copies of those quantitative studies along with all supporting documentation, and a summary interretation of the study results. Monsanto 160: Over the last 20 quarters (or five years), please outline PacifiCorp's actual long-term capital balances, and short-ter debt balances, constrction work in progress (CWIP) subject to AFUDC rates balances, and a total CWIP balance. Please explain how PacifiCorp uses short-term debt in supporting its CWIP balance, and explain PacifiCorp's efforts to keep its capital costs as low as possible. Monsanto 161: Referrng to Mr. Wiliams' testimony in his Exhibit No.7, page 6 of 9 (Table 3): a. Please provide a complete descrption and workpapers showing the computation of the following debt imputations by S&P report: 1. Operating leases 2. Intermediate hybrids reported as equity 3. Post-retirement benefit obligations 4. Accrued interest not included in reported debt 5. Power purchase agreements 6. Asset retirement obligations b. For each of these items, please explain the obligation and identify whether it relates to Idaho's regulated utility operations, or some other PacifiCorp operation or affiliate.
