Staffpoints out that the added responsibilities ofMr. Dunbar are one-time occurrences
and are required of him by the FCC and this Commission. Staff believes the additional hours of
work are justified. Therefore, Staff recommends that the Commission approve Mr. Dunbar
request to exceed his contracted maximum for compensation this year up to an additional $1 700.

RE:EXTENDING THE ANNUAL CONTRACTED HOURS OF THE IDAHO
TRS ADMINISTRATOR.
In October 2002, the Commission Staff was notified by the Idaho Telecommunications
Relay Service Administrator, Mr. Bob Dunbar, that he might exceed the annual compensation
amount of his TRS contract with the Commission. Mr. Dunbar has already experienced an
increased workload this year by taking Idaho s TRS program through the re-certification process
required every five years by the Federal Communications Commission (FCC). In addition
Idaho s TRS program is due for an independent audit, further adding to Mr. Dunbar s work
hours this year.
Section 4.1 of Mr. Dunbar s contract with the Commission states that the Administrator
compensation shall not exceed the annual amount "without the express written permission of the
Commission." Mr. Dunbar estimates that his added responsibilities will require him to exceed
his contracted annual compensation by approximately $1 700. Staff believes this added expense
is available from the Idaho TRS Fund.
