RE:IDAHO POWER COMPANY TARIFF ADVICE 02-05, SCHEDULE 41 -
STREET LIGHTING SERVICE.
On September 20, 2002, Idaho Power Company filed Tariff Advice 02-05 with the
Commission. The filing requests that existing Schedule 41 - Municipal Street Lighting Service
be made available to agencies of federal, state and county governments in addition to
municipalities. The Company proposes to rename Schedule 41 - Street Lighting Service and
change the wording in the "Applicability" section of the schedule to include agencies of the
previously mentioned government bodies. The Company proposes no other changes to
Schedule 41.
Idaho Power made the filing to accommodate a pending request for street lighting service
by a State agency. Schedule 41 service contains "Exhibit A - Company-Owned System" and
Exhibit B - Customer-Owned System" options where Idaho Power Company participates at
differing levels of ownership and maintenance. These options have proven beneficial to
government agencies involved in street lighting projects. These options are not available under
any of the Company s other service schedules.
Staff briefly discussed with Idaho Power Company the types of lighting applications that
are expected to be served under proposed Schedule - 41 and determined that there is no reason to

believe that future Schedule 41 lighting projects will be materially different from those currently
being served. Therefore, new lighting projects are not expected to materially affect the class cost
of service or the rates of Schedule 41.
STAFF RECOMMENDATION
Staff recommends that the Commission approve this Tariff Advice as filed by the
Company. Staff has been unable to identify any adverse effects of the proposal. Staff believes
that the proposed modifications to Schedule 41 will not harm other Idaho Power Customers and
that this application is appropriately processed as a Tariff Advice, which does not provide the
opportunity for public comment. Staff further recommends that the proposed changes become
effective on the date of the Commission s Order approving said changes.
