Referencing page 16 of Steven R. McDougal's rebuttal testimony:
a. For each of the jurisdictions listed on lines 19 and 20, please indicate if Cash
Working Capital was a fully litigated issue or if the issue was settled.
b. If Cash Working Capital was a litigated issue, please provide a copy of each
Commission or regulatory body's decision as it related to Cash Working
CapitaL.
c. If Cash Working Capital was a settled issue, please provide a copy of each
settlement agreement or testimony showing that other paries accepted the
Company's Cash Working Capital Position.
Please explain why the Company decided not to use the 2007 Cash Working
Capital Study for the most recent Washington rate case.
Response to PIIC Data Request 185
a. Utah - In Docket No. 09-035-23 the only issue was whether to update the
components of Utah's net lag factor using the adjusted test year revenue and
expense components, rather than historic values as proposed by the Division
of Public Utilties (see pages 17-19 of the order dated February 10,2010 on
the Uta Commission web site). In Utah Docket No. 07-035-93 some cash
working capita items were litigated. This order is available on the Utah
Commission web site.

Oregon - A settlement agreement wa, approved in Docket No. UE-210, Order
No 10-022. Cash Working Capital as 'filed by the Company was not identified
as an adjustment in the settlement, This order can be viewed on the Oregon
Commission web site. '
Wyoming - A settlement agreement was approved in Docket No. 20000-352-
ER-09 in an order dated July 29,2010. Cash working capital was not
identified as an issue in the settlement., A prior lead-lag study was litigated in
Docket No. 20000-ER-03-198. These orders can be viewed on the Wyoming
Commission web site.
California - A settlement agreem~nt was approved in Docket No. A.09-l 1-
015 in Decision No. D.I0-09-01Ur Cash Working Capital as fied by the
Company was not identified as an adjustment in the settlement. Ths order
can be viewed on the California Commission web site.
