Bridger Coal Company has established a Safety Incentive Program for hourly
employees. Please see Confdential Atthment IPUC 229 -1 for details of ths
progra for 2008,2009, and 2010. Ths document conta confdential
inormation and is provided subject to the term and conditions of the protective
agreement in ths proceeding. The payout for ths program was $708,892 for
2008 and $687,103 for 2009.
Please refer to Attchment IPUC 229 -2 for the Anua Incentive Plan ("Al")
Documents for 2008-2010. All reguar, ful and par-time non-represented
employees were and are eligible to paricipate in the AlP. There are no changes
anticipated or under consideration for ths plan. Also attched is the company
wide STARS A wad Program documentation. The STARS awards are provided to
employees on an inormal basis thoughout the year, for efforts and performance
that went above and beyond their normal job requirements and expectations.

related employee benefits at the average of the markets in which we compete.
Market data is collected by PacifiCorp's paricipation in anual sureys. The
surey data is then submitted in MarketPay, our online market pricing system.
The Company made MarketPay available to IPUC sta for on-line review
September 2,2010.

How is coal quaity measured? Wht are the metrcs (specifications),
instrentation used, and frequency?

Coal quality is determined by sampling and laboratory analysis, all in accordance
with ASTM stadards. An on-line elemental coal analyzer located on the
conveyor feeding unts 1-3 provides real-time data valuable for monitorig and
adjusting the blend of coal sent to these unts.
Received coal from the Bridger Mine is sampled and collected for each shift.
From the Black Butte Mine a sample is collected from each trai. From the
Leucite Hils mine trck deliveries, one sample is collected from each daily
shipment.
Bured coal samples are collected for each shift; one for unts 1-3 and one for unt
4. This is because unts 1-3 share a common coal handling system separate from
unit 4.
Coal sampled at PacifiCorp locations (Bridger Mine and Bridger Plant) is
analyzed at an on-site coal laboratory operated by Wyomig Analytical
Laboratories, Inc. These samples are analyzed for moistue, ash, sulfu, heating
value, certn ash oxides (sodium, iron and calcium), as well as ash fusion
temperatures. Shift lab results are weight averaged for each day and the daly
value is reported.
At the Bridger coal lab the followig lab instrents are used to determe the
quality parameter noted:

Heating value

The Black Butte Mine analyzes its samples at its own on-site lab operated by
SGS. Black Butte analyzes for moisture, ash, sulfu, heating value, and sodium
oxide.
The Black Butte lab has similar instrentation to the Bridger lab, but rus
moiste and ash manually, rather th with a TGA.

By contract with Kiewit Ming/lack Butte, the offcial quaity is determined by
their analysis of their train coal sample.
For Leucite Hils Mine coal deliveries Black Butte's coal lab anyzed the Bridger
Plant's sample to determine offcial contract quality. The Leucite Hils Mine was
closed at the end of 2009.

each of the the sources, prior to blending, afer blending, upon delivery to the
generation plant?)

Bured coal samples at the Jim Bridger Plant are collected either automatically by
the 05 mechancal sampling system, or manualy at intervals durg each shift
from the Stock feeders at each unt. The 05 system is located in the coal yard on a
conveyor sending blended coal to the coal gallery for unts 1-3. Manua samples
(the only sampling method for unt 4) are collected from the feeders upstream of
coal pulverizers.
Coal received from the Bridger Mine is sampled for each shift using a mechancal
sampler located on the main conveyor to the Bridger Plant.
In addition to the coal sapling, coal on-line anyzers ar utilized by the mie
and the plant to provide real time data. These analyzers are located just off the
underground longwall minig unt, outside the underground port downstream of
the coal silos, and at the power plant prior to coal delivery to the unts.
Each train received from Black Butte Mine is sapled at the mie by a
mechancal sampler. Some check samples of the trai coal ar also collected at the
Bridger Plant using the 01 mechacal sampler.
Coal received from the Kiewit Ming/eucite Hils Mine though 2009 was
delivered by trck and sapled upon receipt at the Bridger Plant using the plant's
01 mechancal sampling system.

In 2009, as par of the company's anua review of benefit progrs, a
realgnent of its personal time program was developed and communcated to all
employees with an effective date of Janua 1,2010. As par of this alignent,
employees who ha personal time balances in excess of their anua accru cap
received a one-time payment of up to 40 hours in excess of their cap (these hour
were removed from their overall balances). Note ths plan is for all employees
and is not segmented by employee grouping (i.e. Senior Mangement).
The cost of the buyback included in the test year is $948,572 on a total Company
basis. Ths expense is combined with all other labor and benefit expenses before
being allocated to jursdictions. As a result, these costs are not directly available
on an Idaho allocated basis. However, ths expense can be calculated using the
Idaho allocation of tota utilty labor in the test year of approximately 5.537%.
The calculation shown below detals the amount of Idaho allocation of ths
expense in the test year.
