REQUESTS TO ROCKY MOUNTAIN POWER COMPANY
IDAHO IRRIGATION PUMPERS ASSOCIATION, INC. ("IIPA"), by and
through its attorneys, hereby submits this Eighth Data Requests to Rocky Mountain
Power Company ("RMPC"), pursuant to Rule 225 of the Idaho Public Utility
Commission's Rules of Procedure, IDAPA 31.01.01, as follows:
1 14. The Company "Demand Side Management Anual Report-Idaho" for 2009 lists
on Table 26 on page 37 a "Total Resource Cost Test (PTRC) + Conservation Adder"
costienefit ratio of 5.808 for Idaho's Irngation Load Control program. The
Company "Demand Side Management Anual Report-Utah" for 2009 lists in
Appendix 1 on page 54 a "Total Resource Cost Test (PTRC) + Conservation Adder"
costienefit ratio of2.124 for Uta's Irngation Load Control program. Because these
programs are quite similar, and because the incentive payments are quite similar,
please explain why there is such a large difference in the costienefit ratios and if this
difference is expected to generally continue in 2010.
115. The Company's response to IIPA Request 67 indicates that the cost of the Utah
Residential Direct Load Control Program is reflective of the cost to operate the
program, but not the "levelized market costs". Please explain what is included in the
"levelized market costs" that is in addition to what is included in the operating costs.

i 16. The Company "Demand Side Management Annual Report-Utah" for 2009 lists
in Appendix 1 on page 54 a table that contains the program inputs and the values for
Utah's Irngation Load Control program. Please provide a similar table for the Utah
Cool Keeper program for 2009 and the Idaho Irngation Load Management program
for 2009.
i 17. The Company's response to IIP A Request 46 states that the latest estimate of the
benefit of the Idaho Irigation Load Control Program is $73.09 kW-year. The
Company "Demand Side Management Annual Report-Uta" for 2009 lists in
Appendix I on page 54 the same value of$73.09 for the dispatched program. The
Company "Demand Side Management Annual Report-Uta" for 2009 lists in
Appendix 1 on page 56 a value of $100.62 / kW-year for the Utah Cool Keeper
program which includes a value of "$23 / kW-year associated with deferral of
transmission and distnbution infrastructure". Please answer the following:
a. Should the $23 / k W -year be added to the figure for the Idaho Irngation Load
Control Program benefit?
b. Please explain and quantify all differences between the benefit assigned to the
Idaho Irngation Load Control Program and the Utah Cool Keeper Program.
118. On page 2 of Exhibit 56 (Hedman's testimony) there is a "Utility Cost (UCT)"
listed of $20,032,734. Please provide a breakdown of all costs that make up this
figure.
1 19. On page 2 of Exhibit 56 (Hedman's testimony) there is a "Utility Cost per k W"
listed of $43.24. Please provide an explanation of what kW figure was used and how
it was denved.
120. The response to IIPA Request 45 contained loss studies for each of the
Company's junsdictions. The transmission level energy losses were the same for all
junsdictions. The Utah energy loss for secondar was 8.757%, while it was 10.148%
for Idaho. Please answer the following:
a. Please provide a detailed explanation of how the calculation of the transmission
level losses produces the same loss factor for all junsdictions.
b. Please provide a detailed explanation of how the calculation of secondar losses
produces different levels for different junsdictions.

c. Please provide a detailed explanation of all reasons why the losses at secondar
would be higher in Idaho than in Utah. Please provide a copy of any studies the
Company has conducted in the last 10 years that would address these differences.
121. What loss factor did the Company assume for its Irrigation Load Management
load in its "Demand Side Management Anual Report-Idaho" for 2009?
122. What loss factor did the Company assume for its Irngation Load Management
load in its "Demand Side Management Anual Report-Utah" for 2009?
123. The Company's response to IIPA Request 73 listed "SG" values for all
junsdictions over the 2000-2009 timeframe. Please provide (in Excel format if
available) data similar to that found on page 10.13 and 10.14 of Exhibit 2 in this
fiing, that would support the information provided in the response to IIP A Request
73.
