Rocky Mounta Power has not created any new payment plan options over the
last two calenda years. Rocky Mountan Power ha not considered implementing
any new payment plans. The curent tyes of payment plans that ar in place
consist of a long term payment plan and an equa time payment plan. These plans
were created to assist customers when they are unable to pay their entire past due
amount. These payment plans will either make it so the customer pays the same
amount monthy (equa time payment plan) or the customer will need to make pay
their curent charges and a little extr tht will be applied to the past due amount.
Rocky Mountan Power believes these plans are flexible enough to addrss
customer needs comig out of the witer heating seasn.

Over a year ago the Company staed doing Sèvera thngs to help cusomers
in ths time of recession. Rocky Mounta Power creted a plan tht
addressed four areas offocus:
. Increased effort to help customers reduce their bils
o Educate customer in energy effciency tips.
o Assist low income weathenzation agencies to reach customers.
. Increased efforts to help customers maage their bils
o Communcation from Rocky Mounta Power president to
customers to call at the first sign of problems paying their bils.
o Help, customers get on the equa payment plan.
. Increased efforts to help customers obtain financial assistace
o Ensure customers understad the options regardig ficial
assistace from the state and federa agencies along with religious
organzations that offer assistce.
o Publish the gift program in communications to customers mag
them aware of how to help their neighbor if they are able.
. Collection additions
o Staed a two-more notice campaign that would be delivered pnor
to disconnect. Ths program ha been very successfu.
· Outbound call 96 hour pnor to disconnect giving the
customer a chance to make payment.
· 48-hour notice delivered to the doorstep allowig the
customer another opportty to mae payment before
disconnect.

program?

Rocky Mountain Power solicits contnbutions to Lend-A Hand though the
distnbution of donation envelopes in November, Febru and June bils. Durg
these same months, the program is promoted though the online payment website
page and press releases are distnbuted. Aricles regarding the progr are placed
in Voices, Rocky Mounta Power's customer newsletter. The progr is also
promoted to employees through the Company's anua employee givig
campaign.
Customer in need of assistce are directed by the Company's call center sta to
two parenng agencies (Southastern Idaho Communty Action Agency and
Eatern Idao Communty Action Parership) which adster LIHEAP and
Lend-A-Hand fuds. Agency contact inormation is also pnnted on disconnect
notices, in Voices aricles, and on the company website.

Order No. 30783 directed that an anua grant of $50,000 be provided to
Southeastern Idao Communty Action Parership and Eastern Idao Communty
Parership "to be used to support conservation education as a component of
Rocky Mounta Power's Low Income Weathenzation Program, Schedule 21".
Please provide: (a) a copy of the signed contract between RM and the CAP
agencies in compliance with ths Order; (b) the date the program was
implemented in Idaho; (c) the number of RM customers tht have received
energy conservation education; and (d) how the money has been spent, e.g.,
percentage breakdown for persnnel, adnistration, equipment, publications,
kits, etc.

a. Order No. 30783 states the followig regarding the fuding of $50,000 for
conservation education:
The paies agre that the demand-side management progrs proposed by
Rocky Mounta Power in Case No. PAC-E-08-01 are prudent. Furer, the
paries agree that a total of $50,000 of demand-side management progrm
funds wil be made available to Southeastern Idaho Community Action
Agency and Eastern Idaho Community Action Partership to be used to
support conservation education as a component of Rocky Mounta
Power's Low Income Weatherition Program, Schedule 21. Conservation
education program costs will be recovered though the demand-side
management surcharge.
Rocky Mounta Power did not enter into an agreement with the agencies for
the $50,000 one-time contnbution. Rocky Mountain Power is mag a tota
of $50,000 in fuds available to the communty action agencies.
b. Rocky Mounta Power is not responsible for the development or
implementation of ths conservation education project. Communty Action
Parership of Idaho (CAP An informed us that the curculum will be
available to customers in Fall 2010. CAP AI sta is curently developing the
curculum tht will be implemented by Southtern Idao Communty
Action Agency and Eastern Idaho Communty Action Parership. CAP AI
provided the following regarding their timeline for implementation:
The program intiation was delayed until the 2010- 2011 LIHAP season. The
delay was due to Idaho Power and its energy kit progr. The Idao Power
program was put behind schedule due to a delay in ordenng the kits, which in
tu delayed the distnbution. The agencies which

will be paricipatig in the Rocky Mountain Power program also parcipated
in the Idaho Power program and so as not to overburden our agencies and to

Does the Company provide programs in Idao specifically designed to assist
senior citizens? If yes, please provide a detaled descnption. If the Company
does not offer such a program, please explain why.
Response to IPUc Production Data Request 163
No. Rocky Mountain Power's programs and services are not designed to benefit
only senior citizens. Two progrs (Low Income Weatherization and Lend-A-
Hand) are income based, and all customers including senior citizens tht meet
income gudelines may paricipate. Paricipation in additiona residential
offenngs such as energy effciency programs and payment plans are not limted
by customer age and/or income.
Implementing a rate reduction or assistace progr with ratepayer fuds
available to households based on their income or age would require legislation. In
Stafs Final Report, Case No. GNR-U-08-1, the followig is included on page
11: Idao Code 61-315 provides that, ''No public utilty shall.. . make or grant any
preference or advantage to any corporation or person or subject any corporation or
person to any prejudice or disadvantage."

Wht does the Company view as the biggest challenge facing its low income
customers?

As stated in the Stas Fin Report in the Matter of the Commssion's Inqui
about Energy Affordabilty Issues and Workshops, Case No. GNR-U-08-1:
Although there are resources available to help customers pay their energy
bils and become more energy effcient, those resoures ar inufcient to
meet the curent and futu need.
Five ways to provide new or additional fuds for bil payment assistace were
included in the report includig:
1. Create utilty program designed to help low income customer pay energy
bils fuded by all utilty customers though rates.
2. Increase volunta contnbutions to nonprofit fuel fuds.
3. Increase federal fuding for the Low Income Home Energy Assistace
Program (LllEAP).
4. Increase LIHEAP fuding received by Idao through leveragg.
5. Create a program fuded by Idaho state ta revenue to provide fincial
assistace to low income households.
These items may be waranted, but are outside of Rocky Mountain Power's
authonty other tha to increase contnbutions to fuel fuds. In the past four
program years we have increased promotion of the Lend-A-Hand progr by
adding a thrd month of donation envelope distnbution, promotig to on-line
payment customers and adding the progr to our anua Employee Giving
Campaign.

Yes. Rocky Mounta Power stnves to address the needs of its customers while
keeping in mind the related impact to rates. The Company believes it addresses
the needs of customers through many avenues. For example, the Company offers
