close prior to December 31, 2010. In addition, the Company has received funds
from Idaho Power Company for the Populus Substation. This occurred prior to
the substation being energized and wil be recorded as a reduction in the cost of
the substation.

due amounts.
Response to ¡PUC Production Data Request 17
Once a customer does not make a payment on a bil, a past due notice wil be sent
out. Five working days after the past due notice is sent, a final notice is sent to
the customer. Both the past due notice and the final notice are due on the 11th
working day after the past due notice bil was sent. If payment is not received by
the past due notice and final notice due date, a collection disconnect is created.
On the 12th day an outbound call is attempted to inform the customer of the
pending disconnection. The night of the 13th working day after the past due
notice the collection disconnect is available for the field to work. Once the field
works the disconnect, the customer then has 5 working days to call and make
arangements for a reconnection. If the customer's account does not get
reconnected, the biling system wil automatically close the account and a closing
bil is sent to the mailng address. The customer then has i 8 days to pay the bil
before an assignment to a third pary collection agency takes place. The write off
of this account would take place 180 days from the date the closing bil was sent
to the customer.l
If a customer moves out of a location and carries an outstanding balance, every
effort is made to deliver the final bil to the customer. If the Company is not
successful or the customer does not pay the final bil, the balance is considered
uncollectible after 180 days, and the debt amount is then written-off.

Electric Service Regulation number 10.

accounts for 2008 and 2009. A significant change that took place during 2009
was the addition of four new wind generating units: Glenrock III, Rolling Hils,
McFadden Ridge I, and High Plains. The largest portion ofthe cost for those
wind plants was put into Account 343. The Unclassified Other Plant balance at
the end of 2008 was the Chehalis plant, the largest portions of which were
subsequently moved into Accounts 343 and 344 during 2009. The significant
changes planned for 2010 can be seen in the Major Plant Addition Adjustment,
8.6, in the current Idaho General Rate Case, Docket No. PAC-E-I0-07. The three
new projects that make up a large par of the planned changes are the following:
the Dunlap I wind project, the Populus to Terminal project, and the Dave
Johnston U3 S02 & PM Emission Cpntrol Upgrade project.

FERC hydro license costs are capitalized to FERC account 302 - Franchises and
Consents. This intangible asset is amortized over the life of the license to FERC
account 404 - Amortization of Limited Term Electric Plant.
The relicensing costs are assigned a factor (SG-P or SG-U) and then are allocated
to the state jurisdictions based on that factor. Under the Revised Protocol, these
costs are also included in the calculation of the Embedded Cost DifferentiaL.

Our criteria for assessing executive performance and determining compensation
in any year is inherently subjective and is not based upon specific formulas or
weighting of factors. Given the uniqueness of each NEO's duties, we do not
specifically use companies as benchmarks when establishing our NEOs'
compensation. We determine base salaries for all of our NEOs by reviewing our
overall performance and each NEO's performance, the value each NEO brings to
us and general labor market conditions. While base salary provides a base level
of compensation intended to be competitive with the external market, the annual
base salary adjustment for each NEO is determined on a subjective basis after
consideration of these factors and is not based on target percentiles or other
formal criteria. An increase or decrease in base pay may also result from a

This generation asset could not continue operations and therefore would not be
available to Idaho customers if the DJP FGD project was not completed. This
project is being completed in response to the best available retrofit technology
(BART) process as required by the State of Wyoming. Emissions control projects
to reduce emissions of S02, PM, and nitrous oxides (NOx) are required by the
state of Wyoming to continue long-term operation of the asset. The proposed
emission controls have been submitted to the State of Wyoming as BART, and
with the concurrence of the Wyoming Department of Environmental Quality, they
wil need to be installed before year end 2012.

Attachment IPUC 74 -2 for two flowcharts, which show the process of moving
capital surcharge related labor from expense to capital.
Unlike capital labor where direct po stings of labor are made to Orders linked to
capital projects, capital surcharge is allocated to capital projects as a percentage of
dollars spent in the project. In Rocky Mountain Power (RMP) and Pacific Power
(PP), a percentage of labor costs in cost centers which support construction is
transferred into a "surcharge pool" cåst center each month. An SAP program then
credits the surcharge cost center and debits all RMP and PP projects which
receive charges in that month, and is based on a percentage of those charges. The
percentage is reviewed quarerly and is adjusted up or down in order to
completely credit the surcharge cost center over time. In PacifiCorp Energy (Pac
Energy), construction crews, engineers and others who work on a specific capital
project charge their time to that specjfic ~apital project. But if they support
multiple capital projects, they chàrge'that general capital support to Orders which
settle into a Pac Energy capital surcharge cost center. That cost center is credited
each month similarly to how RMP and PP projects are cleared; Pac Energy capital
projects are debited by a percentage of the costs incured in the capital project that
month, and the surcharge cost center is credited. Some corporate cost centers
support capital projects as well, such as accounts payable and procurement.
Those cost centers send a percentage of their labor costs to a corporate capital
surcharge cost center which is then cleared to all capital projects similar to how
the other business units clear their surcharge cost centers.
