IPUC Production Data Request 67
With the recent global credit crisis and the dramatic downtur in the economy,
does PacifiCorp believe that the estimated costs for constructing new combined
cycle plants wil be higher or lower than the costs used for comparison purposes
in the Chehalis analysis (i.e., combined cycle costs that were based on results of
the Company's 2012 RFP)?
Response to IPUC Production Data Request 67
The costs used for comparison puroses in the Chehalis analysis are lower than
the costs received for new combined cycle plants that were bid into the
Company's 2012 RFP. It is unclear how curent economic conditions wil impact
construction costs. It is expected that economic conditions may result in
reductions; however, the level of those reductions, and how long any reductions
may be available, is unown. Inasmuch as a new combined cycle project is bid
into the 2008 All Source RFP, a better assessment of plant cost trends may be
possible after specific proposals are evaluated.
