MONSANTO COMPANY'S TENTH DATA REQUESTS
TO ROCKY MOUNTAIN POWER
MONSANTO COMPANY, through counsel, and hereby submits this Tenth Data Request
to Rocky Mountain Power, pursuant to Rule 225 of the Idaho Public Utility Commission s Rules
of Procedure, IDAPA 31.01.01. Request is made for expedited responses given the nearness of
the hearing scheduled to commence November 6 2007.
Monsanto 10-1: With respect to the rebuttal testimony of Mr. Paul Clements, please provide a
listing of each instance in which Mr. Clements has filed testimony in a state regulatory
proceeding, before the Federal Energy Regulatory Commission or any other regulatory body, or
in a court of law and for each such instance provide the following:
a. The docket number of the proceeding;
b. The name of the regulatory body or court;
c. The date the testimony was filed;
d. The party for whom Mr. Clements was testifying;
e. The electric utility involved, if different; and
f. The subject matter of the testimony filed.
Monsanto 10-2: With respect to Mr. Clements prior testimony, please provide a copy of all
testimony and exhibits in which Mr. Clements addresses the valuation of interruptible power.
MONSANTO COMPANY'S NINTH DATA REQUEST FOR ROCKY MOUNTAIN POWER-
Monsanto 10-3: On page 2 of his rebuttal testimony, lines 12 through 16, Mr. Clements
announces that he is adopting a portion of the supplemental direct testimony and exhibits of
Mark Widmer. Please state:
a. Who prepared the supplemental direct testimony that Mr. Clements is now adopting;
b. State why Mr. Widmer sponsored the supplemental direct testimony rather than Mr.
Clements; andc. Why Mr. Clements is now adopting this supplemental direct testimony when Mr. Widmer
continues to be a witness in this proceeding.
Monsanto 10-4: Concerning page 9 of Mr. Clements rebuttal testimony, lines 4 through 15, a
comparison is made between Monsanto s energy (megawatthour) purchases at the tariff rate and
the number of megawatthours associated with interruptibility. Please provide the same
comparison with respect to megawatts of demand.
Monsanto 10-5: If Mr. Clements is familiar with how other electric utilities establish a value for
interruptible power, please provide the following for each such utility with which Mr. Clements
is familiar.
a. A description of Mr. Clements' understanding of the valuation methodology(ies) used by
the utility;
b. A copy of the tariff and/or contract; and
c. A copy of any testimony, exhibits, Commission orders or workpapers pertaining to such
valuations that Mr. Clements has available to him.
Monsanto 10-6: Concerning Exhibit 58, please provide the supporting workpapers used in
developing this chart. Please also indicate the amount of interruption (both MW and hours)
agreed to by Monsanto for each year 1982 through 2007.
Monsanto 10-7: Beginning at page 23 of his rebuttal testimony, and in exhibit number 59, Mr.
Clements proposes to make certain adjustments to Ms. Iverson s valuation of Monsanto
interruptible power to account for differences in "actual hours of availability.Please state
whether Mr. Clements knows of any other electric utility that makes such an adjustment in
valuing its interruptible power, and provide all such information available to Mr. Clements with
respect to such valuations.
Monsanto 10-8: Please provide a copy of all interruptible contracts and tariffs that RMP has
with any of its existing customers, the valuation basis for the interruptibility, and a complete
description of the terms and conditions of interruption.
