Estimation methodology:
The estimate of load reduction for each dispatch event was derived utilizing two
separate measurements. First, estimates were made based on the company
contractual measurement protocol using inferential statistics drawn from a pre-
selected stratified random sample of participating sites located throughout Rocky
Mountain Power s Cool Keeper network. Second, dispatch estimates were drawn
from the company s supervisory control and data acquisition system (SCADA)
where actual load behavior was monitored along Rocky Mountain Power
Wasatch Front service area. The estimate of load reductions in the table above
represents an averaging of these two measurements for each dispatch date and
time.

Mr. Walje indicated on page 15 lines 5-12 of his testimony that Rocky Mountain
Power has successfully delivered its System Average Interruption Frequency
Index (SAIFI) target during 2006 and is on track to deliver its SAlOl target for
2007. Please provide what the 2006 and 2007 SAIFI and SAlOl targets are. Also
please provide the SAIFI and SAIDI actual values by jurisdiction and for the
system as a whole for each year from 2001 through 2006.
Response to lIP A Data Request 1.26
In Mr. Walje s testimony, the targets cited relate to the Service Standards
Program, which identified a SAIFI goal of2.07, by 3/31/2008. The Service
Standards Program does not have year-by-year targets for reliability, but deliver-
by dates. Please see Attachment lIP A 1.26 for actual performance from 2001
through 2006 for each jurisdiction and the system. Note that the company
implemented an automated outage reporting system between 2001 and 2004
which led to better data collection of outage results and renders year-to-year
results for each state incomparable. Two target values have been provided since
the company and commission modified the method for evaluating major event
thresholds.

The scalars are extremely confidential, price and transaction sensitive, and
commercially proprietary. Disclosure of this information may give an undue
advantage to competitors and therefore requires the highest level of confidential
treatment. Monthly and hourly scalars developed for the quarter ended June 30
2007 will be made available for review at the company s offices. Please contact
