Monsanto Data Request 5. With respect to Mr. Fehrman s testimony at page 3, lines 5-, please identify the primary driver(s) underlying the need for 1) a flexible resource in the East portion ofthe system in 2005, and 2) a high capacity factor resource in the East portion of the system in 2007. Response to Monsanto Data Request 5. 1) The primary drivers for the flexible resource in the East control area in 2005 were the need for additional capacity on a system basis (about 1 400 megawatts), as well as Heavy Load Hour capacity in the east. 2) The primary driver for the high-capacity- factor resource in the East control area in 2007 was the 1 600 megawatt system short position expected in that year. (See Figure 2.2, page 33, of the 2003 IRP report. Portfolio analysis conclusions regarding the need for base load units (pulverized coal and gas-fired combined cycle combustion turbines) is provided on page 147 of the 2003 IRP report. (Gregory N. If so, please provide a comparative response indicating how the Idaho loadlresource gap measured against similar load/resource gaps from the remaining PacifiCorp states.
