Re:Additional Delay in Filing PacifiCorp s 2006 General Rate Case
Dear Ms. Jewell:
The purpose of this letter is to inform the Commission that PacifiCorp ("the Company
proposes to delay the filing of its 2006 general rate case beyond the May 31 , 2006 date cited in
its letter to the Commission dated April 28, 2006.
A general rate case was originally anticipated to be filed by April 29, 2006 as cited in the
Stipulation in case no. PAC-05-1 and referenced in Order No. 29833. Paragraph 8 ofthe
Stipulation states that a general rate case is "to be filed by the Company no later than April 29
2006" to address cost of service issues not resolved in the Stipulation and to time the effective
date of new rates to coincide with the expiration of the current Monsanto contract.
The Company has been preparing a general rate case while simultaneously exploring alternatives
that may avoid filing a full rate case. The Company has engaged Monsanto in bilateral contract
negotiations, and is working with other parties to the previous Stipulation to resolve any
outstanding issues. To allow those discussions to continue and to be able to properly reflect any
outcome of those discussions in a filing with the Commission, the Company proposes an
additional delay to a rate filing. A filing is now anticipated during June 2006.
The Company has again contacted parties to the 2005 Stipulation (including Commission Staff;
Idaho Irrigation Pumpers Association, Inc.; Agrium, Inc.; J.R. Simplot Company; Community
Action Partnership Association of Idaho; Timothy Shurtz; and Monsanto) and received no
objections to the additional delay.
Pursuant to Commission Rules of Procedure 122, the Company filed a notice of intent to file a
general rate case on February 10, 2006, allowing the Company to file a case through June 10
2006. The Company respectfully requests that this notice of intent remain in effect through June
, 2006.
