Re:Proposed Delay in Filing PacifiCorp s 2006 General Rate Case
Dear Ms. Jewell:
The purpose of this letter is to inform the Commission and parties to the PacifiCorp 2005 Rate
Case Stipulation in Case No. P AC-05-1 that PacifiCorp ("the Company ) proposes to delay
the filing of its 2006 general rate case beyond the April 29, 2006 date cited in the Stipulation and
referenced in Order No. 29833.
Paragraph 8 of the Stipulation states that a general rate case is "to be filed by the Company no
later than April 29, 2006" to address cost of service issues not resolved in the Stipulation and to
time the effective date of new rates to coincide with the expiration of the current Monsanto
contract. The Company is currently preparing a general rate case while simultaneously engaging
Monsanto in bilateral contract negotiations. To allow those negotiations to progress and to
properly reflect any potential outcome of those negotiations in its filing, the Company proposes
to delay its rate case filing. The filing is anticipated for early May 2006, but not later than May
2006.
PacifiCorp does not believe this small delay will impede the ability of others to review its 2006
general rate case within the time parameters set forth in Idaho Code ~ 61-622 with new rates to
be effective January 1 2007. In addition, the Company has contacted parties to the 2005
Stipulation (including Commission Staff; Idaho Irrigation Pumpers Association, Inc.; Agrium
Inc.; J.R. Simplot Company; Community Action Partnership Association ofIdaho; Timothy
Shurtz; and Monsanto) and received no objections to the delay.
Pursuant to Commission Rules of Procedure 122 , the Company filed a notice of intent to file a
general rate case on February 10, 2006, allowing the Company to file a case through June 10
2006.
