On page 7, line 23 of Mr. Stewart's testimony it is stated that the BPA credit for 2007-
2011 will be $8.6 - $21.3 million. Please answer the following with respect to this
projection:
a" Given the Net Power Cost calculation in the Company s filing, under what
circumstances will the BP A Credit be at the low end of this range and under what
circumstances will it be a the high end of this range?
\ .
b. Given the Company s present forecast of market prices for 2007, would the BPA
Credit be at the upper or lower end of this range?
c. At the low end of this range, what would the credit be for the average irrigation
customer?
d. At the upper end of this range, what would the credit be for the average irrigation
customer?
IIPA Data Response 41
. a. There is no relationship between the Net Power Cost calculation in the
Company s filing and the BPA-credi" which is a direct pass-through as a credit
on the irrigation customer s bill.
The BP A credit will be at the low end of the range ($8,605,328) when the
difference between BPA's RL-rate (or Lowest PF-rate) and the Forward Flat-
Block Price Forecast, expressed in $/MWh, is equal to or less than $5.20/MWh
($5.18/MWh during a leap year).
The BPA credit will be at the high end of the range ($21 347,624) when the
difference between BPA's RL-rate (or Lowest PF-rate) and the Forward Flat-
Block Price Forecast, expressed in $/MWh, is equal to or less than $15.59/MWh
($15.55/MWh during a leap year).
Example: ($45.59/MWh - $30/MWh) x 140 aMW + $2 228 048 = $21 347,624
Where:
Forward Flat-Block Price Forecast = $45.
BPA's RL-Rate = $30/MWh
PacifiCorp-Idaho BPA Credit MWh = 140 aMW
Annual return of deferred benefits = $2 228 048
b. The Company estimates that the BP A-credit will be at the upper end of the range
in 2007.
c. Assuming current loads, the credit at the low end of the range would be 0.9322
cents/kWh on the first 222 000 kWh/month

On February 28, 2005 in Case Number P AC-O2-03, the Company filed its
Revised Protocol Interjurisdicti'onal Cost Allocation Methodology . With
respect to Appendix D of that filing, please provide the following:
An electronic copy of Tables 1 and 2;

b. Please indicate under which (in any) of these two tables the Monsanto load
falls and why; and
c. Please indicate under which (in any) of these two tables the Idaho
Irrigation Load Control Program falls and why.

The data in Tables 1 and 2 of Appendix D are hypothetical examples and
are not based on load or revenues for any particular customer. However
the load and revenue for Monsanto are treated in the ,same way as the
contract in Table 2.
The Idaho Irrigation Load Control Program is a DSM program. Thecost
of the program and the load reductions from the program are both included
in the determination of the Idaho revenue requirement. This is similar to
the special contract treatment in Table

Please indicate how the data for the irrigation customers in the Company s load
research program that were also included in the load control program were
expanded to reflect the, entire population of irrigation customers.
Response to lIP A Data Request 47
The load research sample in place at this time was developed to predict the class
average load for the irrigation class in Idaho. The sample was installed prior to
the implementation of the load control project. As such, the current sample
design, and the sample point (customer) representation in the load research study
is insufficient to predict with a reasonable accuracy the impact of the load control
project. However, since the irrigation class is affected by the load control
program, decrease in usage on a class basis should reasonably be picked up in the
class load research study. The study however will not accurately report the
impact on the irrigation class load shape.
If it is determined that load control impact needs to be more accurately measured,
more sample points would be needed and a completely new sample design may
need to be developed,
