RE:Qwest Corporation Advice No. 02-20-N to add Universal Service Order
Codes (USOCs) to existing transport rate elements effective August 14, 2002.
Qwest filed this tariff advice to propose the addition ofUSOCs to various transport rate
elements in its existing Access Tariff.
According to Qwest, the FCC approved several new sections in Qwest's interstate tariff
including "Section 16, Switched Access Service - Pricing Flexibility" which enables certain
interstate customers that were approved for "Phase II Pricing Flexibility" to order from this
tariff. This tariff adds USOCs for those transport elements that are common to both the interstate
and the intrastate access tariffs. Then, if one of these elements is ordered from the interstate
tariff, the USOC will appear on the carrier s bill for both interstate and intrastate (when
appropriate). There are no rate changes proposed with the listing of these additional USOCs in
this filing and the intrastate portion of that rate element will continue to be billed at current
intrastate rates. Qwest requests authority to include the USOCs from their interstate tariff
because these are the USOCs that will appear on the billing, rather than the USOCs currently
associated with the element.
DECISION MEMORANDUM JULY 18, 2002
An effective date of August 14 2002, is requested for these changes.
STAFF RECOMMENDATION
These proposed changes to Qwest's Access Tariff do not include any changes to rates
terms or conditions. Staff recommends approval effective August 14, 2002. Does the
