Would an irrigation pump motor ever be scheduled for interruption on two
consecutive days in the Load Control Schedule? Did the irrigators identify this as
a concern?
Response to IPUC Data Request No. 1.4
It would be PacifiCorp s intent to not interrupt an individual pump on two
consecutive days. Irrigators expressed a need to have sufficient recovery time
between irrigation sets. The reason for the schedule section in the tariff is to
enable the company to have known participants based on the Intent to Participate
notification and also to establish a reasonable interruption schedule.

Please provide an itemized estimate of typical costs that would be incurred by the
Company for early termination.
Response to IPUC Data Request No. 1.7
Typical costs that would be incurred by the Company with regard to early
termination, and for which the participant would be responsible under the Early
Termination Special Condition, include the following:
Completion of Load Control Service Agreement - 30 minutes to 4 hours, billed at
$40.80 per/hr. for an Energy/Metering Specialist
Site preparation for Load Control - 30 minutes to 4 hours, billed at $62.65 per/hr.
for a Journey Meterman.
Investigation to determine if program conditions have been complied with. - up to
4 hours, billed at $40.80 per/hr. for an Energy/Metering Specialist.
Disable site for load control - 30 minutes to 4 hours, billed at $62.65 per/hr. for a
Journey Meterman.
Total cost incurred for early termination could therefore range from
approximately $80 to $830 for labor plus any related property damage costs.

What is the penalty for "Load Shifting ? This could result from pump, motor or
well failure as well as an attempt to defraud the Company.
Response to IPUC Data Request No. 1.15
The Company proposes to impose a penalty for load shifting that results in Early
Termination under the terms of Special Condition 7, forfeiture of the Load
Control Service Credit for the current month, and removal from the program for
the remainder ofthe Irrigation Season. Under the Company s proposal the
following language would be added to Special Condition No.5 ofthe proposed
tariff.
PacifiCorp reserves the right to determine if the participating customer is in
violation of Special Condition 5 , Load Shifting. Violation of Special Condition
No.5 shall result in Early Termination under the terms of Special Condition No.
, forfeiture of the Load Control Service Credit for the current month, and
removal from the program for the remainder of the Irrigation Season.
The Company recognizes that load shifting could result from pump, motor, or
well failure. Such causes are not considered a violation of Special Condition No.
5. The Load Control Service Agreement will include a requirement that
participants notify the Company immediately if load shifting is necessitated as a
result of pump, motor, or well failure.

Has the Company identified "free rider" possibilities, that is irrigators who would
not be using the power even without this program, and how does the Company
plan to minimize "free riders
Response to IPUC Data Request No. 1.16
The Company recognizes that the possibility of free riders exists. In order to
minimize free riders, the Company proposes to impose a penalty that results in
Early Termination under the terms of Special Condition No., forfeiture of the
Load Control Service Credit for the current month, and removal from the program
for the remainder of the Irrigation Season. Under the Company s proposal the
following language would be added as Special Condition No.9 ofthe proposed
tariff.
9. Free Riders.Customers may not participate in this program with accounts and
meters that would not have used power during the Irrigation Season irrespective
of participation in the program. PacifiCorp reserves the right to determine if the
participating customer is in violation of Special Condition 9, Free Riders.
Violation of Special Condition No.9 shall result in Early Termination under
terms of Special Condition No., forfeiture of the Load Control Service Credit
for the current month, and removal from the program for the remainder of the
Irrigation Season.
