Pursuant to Order No. 28213 issued in Case No. PAC-E-99-1 (the ScottishPower merger case), Staff submitted a report of its findings to the Commission on December 15, 1999. That report identifies and discusses a number of issues that Staff believes to be of concern to PacifiCorp’s Idaho customers. The report also includes Staff’s conclusions and recommendations. Staff’s final recommendation is that the Company be required to prepare a written response to Staff’s report. Staff further recommends that the response specifies any action that the Company has or intends to take in order to address the issues identified in Staff’s report During a decision meeting conducted last week, the Commission agreed that it is appropriate to solicit such a response from the Company. The Commission has asked me to inform PacifiCorp that the Company is expected to submit a response to Staff’s report no later than Friday, February 12, 2000. Because this matter is technically not part of the merger proceeding, Staff’s report was submitted informally to the Commission without a case number or caption. My suggestion is that the Company’s response be in the same format. I will leave it in your capable hands to ensure that this letter is forwarded to the appropriate PacifiCorp personnel. Please do not hesitate to contact me if you have any questions or concerns. Very truly yours, Brad Purdy Deputy Attorney General Vld/L:Eriksson_bp John Eriksson 12/27/99 page 2 1 2
