HomeMy WebLinkAbout20170417min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING April 17, 2017 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Kristine Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, April 3, 2017. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Brandon Karpen's April 13, 2017 Decision Memorandum re: Rocky Mountain Power's 2017 Electric Integrated Resource Plan, Case No. PAC-E-17-03. 3. Brandon Karpen's April 12, 2017 Decision Memorandum re: Rocky Mountain Power's ECAM Application, Case No. PAC-E-17-02. 4. Camille Christen's April 13, 2017 Decision Memorandum re: Idaho Power's Application to Approve First Amendment to Its Agreement for Sale and Purchase of Surplus Energy with the Amalgamated Sugar Company, LLC, Case No. IPC-E-17-05. 5. Carolee Hall's April 10, 2017 Decision Memorandum re: Application for Approval of an Amendment to an Interconnection Agreement Between Qwest Corporation dba CenturyLink QC and Neutral Tandem - Idaho, LLC. to Act as a Carrier Partner for an Interconnected VoIP Provider in Case No. QWE-T-10-03. 6. Carolee Hall's April 10, 2017 Decision Memorandum re: Application for Approval of an Amendment to an Interconnection Agreement Between Qwest Corporation dba CenturyLink QC and Neutral Tandem, Inc. in Case No. QWE-T-10-03. 7. Carolee Hall's April 11, 2017 Decision Memorandum re: Cancellation of Certificate No. 386 in Case No. GNR-T-00-15 for Integra Telecom of Idaho, Inc. 8. Grace Seaman's April 12, 2017 Decision Memorandum re: Direct Communications Rockland, Inc.'s 2016 Broadband Equipment Tax Credit Application; Case No. DCM-T-17-01. There were no questions and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 8 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 9. Camille Christen's April 13, 2017 Decision Memorandum re: Industrial Customers of Idaho Power's Late Petition to Intervene in Idaho Power's Application for Authority to Increase Its Rates for Electric Service to Recover Costs Associated with the North Valmy Plant, Case No. IPC-E-16-24. 10. Discussion regarding re: Motion for Procedural Relief, Case Nos. IPC-E-16-23 and IPC-E-16-24. [Camille Christen, Attorney]. Ms. Christen reviewed her Decision Memo on item 9; she stated that this was a petition for late intervention. On April 7, ICIP petitioned to intervene in the North Valmy case stating that as the cases have progressed the parties to both cases have found it economical to schedule concurrent settlement discussion so they have now petitioned to intervene in this case as well. There have been no objections and the decision is now before the Commission. Commissioner Raper made a motion to grant the late petition to intervene filed by ICIP based on good cause and the assertion that it will not unduly broaden the issues. Commissioner Kjellander asked if there were any further questions. A vote was taken on the motion and it carried unanimously. Ms. Christen reviewed her Decision Memo on item 10; the parties have been discussing settlement and other issues and have determined more time is needed to explore settlement options. They propose to move the initial comment deadline to April 27 from April 20 and the deadline for cross answering comments to May 9 from May 4. The overall comment timeline will remain the same because the company’s reply comments remain due on May 18. Staff asks that the new April 27 comment deadline apply to both the parties and also to the comments from members of the public. Commissioner Raper made a motion to accept the new deadlines stated in the motion for procedural relief; April 27, May 9 and May 18, 2017 and also include the public comment deadline as April 27, 2017. A vote was taken on the motion and it carried unanimously.
