Dear Mrs. Jewell:

Pursuant to Order No. 29112 issued September 10, 2002, the Commission gave notice of
Idaho Power Company=s Application requesting approval to revise the deposit requirements in
Schedule 24 and 25 for electric service to irrigation customers, and permitted interested
persons to file comments by September 30, 2002. Accordingly, please consider this letter
comment submitted by the Idaho Irrigation Pumpers Association, Inc. (AIrrigators@).

Please be advised that the Irrigators do not oppose Idaho Power=s proposed revisions to
the deposit requirements for irrigation customers. Further, the Irrigators do not believe that a
formal hearing is necessary and that the matter can be determined under modified procedure.
