In attendance were Commissioners Paul Kjellander, Kristine Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, January 26, 2016. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Neil Price's January 29, 2016 Decision Memorandum re: Application of PacifiCorp dba Rocky Mountain Power to Cancel Schedule 117, Residential Refrigerator Recycling Program, Case No. PAC-E-16-04. Commissioner Raper asked Mr. Price about the comment period and deadline for intervention, noting that it was atypical for the timelines to run simultaneously. Mr. Price replied that he had just conferred with the company and the company is not aware of any organizations or customers who plan to intervene in the case, so there is no need to establish an intervention deadline. Commissioner Raper made a motion to process the Application by modified procedure with a 21-day comment deadline and eliminate the seven-day deadline for intervention. There was no further discussion. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 3. Deliberation re: Avista's 2015 Electric Integrated Resource Plan, Case No. AVU-E-15-08. [Karl Klein, Attorney] 4.
