HomeMy WebLinkAbout20151221min.doc IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING December 21, 2015 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Marsha Smith and Kristine Raper. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, December 14, 2015. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Don Howell's December 18, 2015 Decision Memorandum re: First Amended Settlement Stipulation and Joint Motion to Approve Stipulation for Dismissal with Prejudice, Case No. IPC-E-12-18. There was no discussion and Commissioner Kjellander made a motion to approve the parties’ recommendations regarding item 2 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 3. Industrial Customers of Idaho Power's Motion to Extend Comment Deadline -- Idaho Power's Application to Approve the Transfer and Sale of Certain Assets to the U.S. Department of Justice FBI, Case No. IPC-E-15-26. [Attorney, Daphne Huang] Ms. Huang reviewed the motion. She stated that the parties are all in agreement with the extension request as long as they can complete the matter by February 25th. She stated that the February 2nd reply deadline should accommodate that goal. Commissioner Raper asked if Idaho Power, in agreeing to the extension, spoke for itself as well as its contracting partner, the FBI. Ms. Huang replied that although she had not heard from the FBI directly, she was part of an email chain and it was her understanding that Ms. Nordstrom, legal counsel for Idaho Power, was going to contact the FBI. There was no further discussion and Commissioner Kjellander made a motion to grant the request to extend the comment period with the intent that the matter be completed by February 25th. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 4. Deliberation re: Avista's Application to Resume Its Natural Gas Efficiency Programs, Case No. AVU-G-15-03. [Attorney, Brandon Karpen] Commissioner Kjellander stated that item 4 would be deliberated privately.
