The Staff of the Idaho Public Utilities Commission by
and through its attorney of record, Michael S. Gilmore, Deputy
Attorney General, requests that the Applicant, Idaho Power
Company, pursuant to Rules of Practice and Procedure 22.3 (c)
provide the following documents and information on or before
August 7, 1990.
This production request is to be considered as
continuing, and Idaho Power Company is requested to provide by
way of supplementary responses, additional documents that it or
any person acting on its behalf may later obtain that will
augment the documents produced.
For each item, please indicate the name of the
person (s) preparing the answers, the name of the indi vidua 1
maintaining the requested records, and the wi tness at hearing
that can sponsor the answer.

Each of the interrogatories in this Production Request
relates directly to the Company's Attachment 3, Supplement to
Initial Application.
1. Please identify the person(s) whom the PUC Staff
may contact to review the Company's estimated costs of the New
Powerhouse in detail.
2. Please provide a list of each general construction
contract included in the line 3 estimate, and identify the
general type: firm price, cost plus percentage, cost plus fixed
fee, etc .; and describe any incentive or disincentive to assure
on-time performance within specifications. Please indicate
where each contract is on file and how it may be reviewed, if
necessary.
3. Identify Company personnel responsible for, and
their planned procedures for providing oversight of general
construction contractors, including periodic progress reports to
the Company, and approvalS of contingency plans.
4. Please provide the following information regarding
procurement contracts (line 4): whether a bidding, negotiation,
or other process is to be used in awarding equipment procurement
contracts; a list of equipment to be procured; and a description
of the nature and intensi ty of expediting effort the Company
plans to apply to the procurement activity.
5. Please provide a detai led description of other
contracts and facilities (line 5).
Interrogatories 6-10, inclusive, are identical to
nos. 1-5, except that they refer to Decommissioning of the Old

tion contract included in the line 23 estimate, identifying the
same information as requested in interrogatory no. 2; i. e. type
of contract, and incentives.
13. Please provide documentation of the FERC
"requirement for renovation of the Old Powerhouse structure for
historical purposes." Describe expected benefits to Company
ratepayers.
14. Please have available for Staff review the
calculations of indirects--lines 7, 17, 27; overheads--lines 8,
18, 28; and AFUDC--lines 9, 19, 29. Identify Company personnel
wi th whom these can be reviewed.
15. Describe the derivation of the 1. 25 multiplier
used on line 32.

number the person wi th whom Staff can arrange an on-site
inspection.
17. Please explain how the Company plans to account
for remova 1 costs of $804,000 (footnote 2).
18. Please describe in detail the calculations of
