FIRST PRODUCTION REQUEST
COMES NOW, Idaho Power Company and in response to the Fi rst
Production Request of the Commission Staff dated July 17, 1990, herewith submits
the following information:
REQUEST
1 Please identify the person(s) whom the PUC Staff may contact to
review the Company's estimated costs of the New Powerhouse in
detail .
RESPONSE
1 Mr. Jan Packwood, Vice President Power Supply, is the Idaho Power
Company officer primarily responsible for the rebuild of the Swan
Fa 11 s hydroe 1 ectri c fac il ity. Mr. Packwood will coord i nate the
providing of information that is requested and ensure that inquiries
are expeditiously processed. Mr. Packwood will also be the
Company's chief witness if the Swan Falls project is set for
hearing. Mr. Packwood's office is at the Owyhee Plaza, 1109 Main
Street, Suite 200, Boise, Idaho 83702, where the Company's Power

Mr. Jan Packwood, in consultation with Mr. Ripley and Mr. Herndon,
provided the answer to this request.
Please provide a list of each general construction contract included
in the line 3 estimate, and identify the general type: firm price,
cost plus percentage, cost plus fi xed fee, etc.; and descri be any
incentive or disincentive to assure on-time performance within
spec i fi cat ions. PL ease i nd i cate where each contract is on fi 1 e and
how it may be reviewed, if necessary.
There are two general construct i on contracts included in 1 i ne 3 ofthe estimate and the type of contract:
(1) Powerhouse: Unit-price contract. This type contract consists
of many items that are bid on a unit-price basis such as lump sum,
cubi c yard, pounds, 1 i near feet, square foot, etc., for an estimated
quantity of units. The bid/contract price is the total of all unit
prices items times the estimated quantities except for the lump-sum
items. Duri ng the progress of the work, payment wi 11 be made on the
actua 1 quant i ty of un its for each item, therefore, the fi na 1
contract price will vary from the bid/contract price.
(2) Warehouse: Fi rm-pri ce contract.
The use of the unit-price or firm-price contracts creates ani ncent i ve in terms of profi t for the contractor to perform most
efficiently and timely in accomplishing the contract requirements.
A cost-plus contract does not provide this profit incentive. The
contracts wi 11 have a 1 iquidated damages assessment to ensure on-time performance. Another i ncent i ve to perform wi th i n the
specification is Idaho Power's continuous on-site inspection program
to assure aqua 1 i ty product.
These contracts are currently being developed and will be available
for review when completed at Idaho Power Company's Generation
Engineering Department, 1109 Main Street, Boise, Idaho (Owyhee
PL aza) .

Ident i fy Company personnel respons i b 1 e for, and the i r planned
procedures for providing oversight of general construction
contractors, including periodic progress reports to the Company, and
approvals of contingency plans.
The Company will establish a field office, and the individuals
assigned to the field office will be responsible for general
oversight, inspection and will prepare periodic progress reports.
These individuals will include the Resident Engineer and inspection
staff. These individuals will report to Mr. Packwood. The
inspect i on and qual i ty assurance wi 11 be in accordance wi th Idaho
Power's "Field Construction Management Procedures Manual" and the
site specific "Construction Inspection Program." The "Construction
Inspection Program" will be developed in a few months, as requiredby the FERC. At that time, a copy will also be prov i ded to the
IPUC. The "Field Construction Management Procedures Manual" may be
revi ewed at the Generation Engi neeri ng Department. Cont i ngency
plans necessary to address a 1 terat ions to the project works duri ng
construct i on wi 11 be approved by Jan Packwood or hi s representative
and the "Construction Inspection Program" will be revised. A
construction emergency action plan will also be established for
responding to potential property or life threatening situations.

contracts (line 4): whether a bidding, negotiation, or other
process is to be used in awardi ng procurement contracts; ali st of
equi pment to be procured; and a descri pt i on of the nature and
intensity of expediting effort the Company plans to apply to the
procurement activity.
A list of prequalified bidders is established by Idaho Power. The
bidders will provide a firm price and technical data specified by
the specification. A bid evaluation by Idaho Power will consider
the bid price and the technical data to determine which bidder's
product best meets the specifications. In finalizing the contract
with the selected bidder, some adjustments in features and price may
be incorporated into the contract. Listed below is the equ i pment to

Idaho Power's expediting effort includes contract requirements for
manufacturers' submittal of schedules, preliminary drawings and
progress reports, and Idaho Power's ongoi ng factory inspections,
witnessing of performance tests and shop assemblies. Liquidated
damage assessments are establ ished in the contracts to ensure
de 1 i very on schedule.

Line 5 is the construction of approximately one mile of 138 kV
transmission 1 ine to connect the new powerhouse to the existing
Bowmont-Stri ke 138 kV 1 i ne. Thi s work wi 11 be accompl i shed ei ther
by Idaho Power construction crews or a fi rm-pri ce contract.

RESTORATION OLD POWERHOUSE
Please identify the Company person(s) whom the Staff may contact to
review in detail the estimated costs for restoration of the Old
Powerhouse.
The response is the same as Response to Request for Information
Number 1.
Please provide a 1 ist of each general construction contract included
in the line 23 estimate, identifying the same information as
requested in interrogatory no. 2; i. e. type of contract, and
i ncent i ves.
A separate contract developed under the same concepts as the
powerhouse contract wi 11 be awarded.

Please provide documentation of the FERC "requirement for renovation
of the Old Powerhouse structure for historical purposes." Describe
expected benefi ts to Company ratepayers.
Congress has determined that preserving historic sites of national
significance provides inspiration and benefit to the people of the
United States (16 USC 461).
In originally approving the plans to rebuild the project in 1982
FERC requested and recei ved comments from the State Hi stori c
Preservation Officer and the National Advisory Council on Historic
Preservation pursuant to Section 106 of the National Historic
Preservation Act (16 USC 470) and its implementing regulations (36
CFR 800). Based upon these comments, FERC determi ned that the
preservation of the existing Swan Falls powerhouse, a property
listed in the National Register of Historic Places, was required.
This requirement is found in Article 40 of the December 22, 1982
Order Issuing New License. A copy of Article 40 is attached.
Although the 1982 authority to rebuild the project was revoked and
not reinstated until December 8, 1989, the Article 40 requirement to
preserve the powerhouse was expressly maintained and still applies

to any construction at the site pursuant to FERC Order Amending theLi cense of April 30, 1987. A complete copy of the order is
attached.

The 25% margi n is not a deri ved mathemat i ca 1 computation but is a
reasonable margin of cost increase based on experience. This cost
margin could include: costs in addition to the present estimated
cost, because the current estimated cost from prel iminary design is
less accurate than at final design; additional cost resulting from
add it i ona 1 requ i rements estab 1 i shed duri ng the env i ronmenta 1 and
regulatory review process; unanticipated bid prices; and routine
changed conditions as interpreted from the contract documents for
work encountered in foundation excavation or treatment, cofferdams,
unwateri ng, grouting, excavation stabi 1 i ty, etc.

$804,000 (footnote 2).
The Company's depreciation reserve (Account 108) i ncl udes a
provi s i on for removal cost, therefore, the account i ng for the
removal cost will be a charge to Account 108 - Accumulated Provision
for Depreci at i on of El ectri c Uti 1 i ty Pl ant.

Please describe in detail the calculations of dollars at completion
(footnote 1).
The estimate was prepared with July 1, 1990 price levels and
esca 1 ated to the comp 1 et i on date for each item. Esca 1 at i on was
calculated using Handy-Whitman Construction Cost indices, plateau
region (for total hydro production) and the Consumer's Price Indices
(CPI).

applied for amendment of its license, proposing to postpone this
work until such time as the additional capacity is needed.
Notice of the application has been published and comments
have been rocoived from int8~A~ted federal and state agencies.
The Idaho Department of Fish and Game comments that it has' no
objections to granting the amendment, as long as the mitigation
features of the license will be applied at the time of construction.
The mitigation measures specified by the articles of the newli~~n~o 4~O no~ a£fee~od hy th fa amendment. The Idaho Department
of Water Resources (IDWR) intervened in order to maintain 1 ts
party status in any further proceedings including but not .
limited
to any hearings regarding further license conditions for water
management purposes. IDWR does not comment on this amendment.

ENVIRONMENTAL CONSIDERATIONS
Cul tural Resources
Project facilities affected by the proposed amendment of
license are components of' the historic Swan Falls Da and Power
Plant (Cam and Power ~iane', a p~u~.rty lis~ed in ~e Na~ional
Register of Historic Places. Article 40 of the new license
required that these and other facilities associated with the Dam
and Power Plant that would be affected by the construction
authorized in the new license be recorded prior to constructionaccorC11nc¡ to tli~ U""~WD.nt.at.ioft ct.andaZ'd. of l:h,a "i Rtoric American
Engineerinq Record (RAER) of the u.s. Department of the Interior
(Interior). The article also required the excavation of an
archeological site (site 10 AA 17), determined eligible for the
National Register of Historic Places, that is located adjacent to
the DèI ëuiu Power Plant. in a c01Ul:ruet:ion Rtac;ino area. Prior to
issuance of the 1 icense, the Advisory Council on Historic
Preservation concurred that the article provided adequate measures
to mitigate the effects of the project on the Dam and Power Plant
and site 10 AA 17.

IPC provide information concerning whether the site has been or
would be protected during the limited construction under the
proposed amendmen t ~

no longer requires protection. Although the proposed amendment
will reduce the scope of constrction previously authorized under
the new license, the mitigative measures identi£ied in article 40
conce~ulù~ the 04M ~nd power ~l~nt. would be necessary to satisfac-
torily mitigate the impacts of any construction authorized under
the proposed amendment. Therefore, article
40 should remain in
the project license unchanged to protect the Dam and Power Plant.
The impacts and necessary documentation, however, would be less
under the amendment of license.
\. Interior is concerned that the recreational development
authorized under the license might no
longer be applicable. The
recreation plan approved under the' new license is not affected by
this amendment of license.
Recreational Resources
S~G%NEERING CONSIDRRA~IONS
The Swan Falls Project has ten generating units having a
combined capacity of 10.4 MW. The annual generation has averaqed
83 GW over the past few years giving a plant factor of 0.91.
Power generated by Swan Falls is used by IPC to meet system
demands.
IPC was issued a new ~lcens. ~U~ lh. OW6ft ~allø ~roj.~~ nn
December 22, 1982. IPC was authorized to increase the installed
capacity from 10.4 MW to 25.0 MW, rebuild the spillway, retire
the powerhouse, and construct a new powerhouse containing twO
bulb type turbines. Based on a recent review and analysis of itsloads and resource pl4¡~ And upon ~. compi~e i nn nf new aenerating
resources including North Valmy Unit No.2, IPC has determined it
does not need the additional 14.6 MW from Swan Falls to meet its
load requirements until the late 1990' s. Therefore, IPC has
proposed to postpone the construction of a new Swan Falls powerhouse.

The financial feasibility of expanding the project has been
re-evalua'ted assuminq the net increase in project energy would
have only coal fuel replacement value from the time the plant
wnu1.d come on-line i,nt1l tnt ye~r 2002, and would have the full
replacement value of energy, including coal plant constructicncosts, thereafter. g
The levelized cost of the project expansion would be approxi-
mately $8,400,000 per year, and the leveliied value of the 72 GWh
increase in project net energy would be approximately $5,140,000per year. Therefore, IJmliiu: tli. \õUl.Li:ul'lt Jiu:oj$.;ted power supply
situation in the region, the expansion is not financially feasible.
This order deletes the project expansion from th~ license.
Article 49 of the li,cense for Project No. 503 requires IPC
to ~nmmp.nce construction of the newly ~~thQrized proieet works
within 18 months from the effective date of the license and to
complete such construction within 6 years from the startinq date
of construction. Rather than allowing an indefinite postponement
of this construction, this order deletes this installation fromth-. i i ~,anllA. t'Pe may apply for amendment of its license at a
.more appropriate time. In the interiM the Commiss ion retains
authority under article 9 to require the installation of new
capacity if economically sound and in the public interest.
The Commission's policy on relicensinq is to limit the term
of new iic.ng~. to 10 y,a~r~ from t~A And. nf the Qrior license ~ if
no substantial new construction or redevelopment is proposed.=t
Because the formerly proposed modification of project works is no
longer authorized, the term of the new license will be reduced to
30 years instead of the 40 years previously authorized.

The amendment of license will minimally affect the
environmental resources of the project area. No federally listed
