COMES NOW, Idaho Power Company (“Idaho Power” or “Company”), and in
response to the First Production Request of the Commission Staff (“Commission” or
“Staff”) dated November 3, 2023, herewith submits the following supplemental
information:

STAFF REQUEST FOR PRODUCTION NO. 20: Please provide a table similar to
Table 10.7 - July Peak Hour and Resource Balance as shown in the 2021 IRP on pages
142-143, updated for the 2023 IRP.
SUPPLEMENTAL RESPONSE TO STAFF’S REQUEST FOR PRODUCTION
NO. 20:
As noted on pages 173-174 of the 2023 Integrated Resource Plan (“IRP”), annual
capacity positions have replaced the Load and Resource Balance (“L&RB”) table that
existed in prior IRPs. As discussed in the MATLAB workshop with Staff on August 21,
2023, as well as various IRP Advisory Council meetings, Idaho Power has transitioned to
using the Loss of Load Expectation (“LOLE”) methodology to assess system reliability via
the internally developed Reliability & Capacity Assessment Tool (“RCAT”). RCAT is
capable of producing annual capacity positions for any given year and Effective Load
Carrying Capabilities (“ELCCs”) for any Variable Energy Resource and Energy Limited
Resource. The Company’s current approach involves determining capacity positions
based on loss of load probabilities calculated for every hour in a calendar year. This
approach is not comparable to the prior approach for developing the L&RB table, which
was based on a deterministic peak-hour view.
While the old L&RB table cannot be recreated in its prior form, Idaho Power
recognizes it provided digestible insight into the capacity contribution of its existing
resources and the contribution of the Preferred Portfolio to the ultimate capacity positions
in the IRP. In consultation with Staff, Idaho Power developed the attached spreadsheet,
which includes an L&RB view for the two analyses presented in Table 11.15 of the 2023
IRP. Please note that only the annual capacity positions are relevant to the 2023 IRP; the

ELCCs and Planning Reserve Margins were developed specifically to provide a detailed
resource view and were not utilized in AURORA to develop portfolios.
