COMES NOW, Idaho Power Company (“Idaho Power” or “Company”), and in
response to the Second Production Request of Vote Solar dated September 19, 2023,
herewith submits the following information:

VOTE SOLAR’S REQUEST FOR PRODUCTION NO. 20: Regarding Exhibit 2 –
Ellsworth DI Testimony filed May 5, 2023:
(a) Please explain how Idaho Power derived the “Maximum Output” for 2020, 2021,
and 2022 as presented in cells F18, F23, and F28 of the tab “Gen_Capacity.”
(b) Do the values in cells F18, F23, and F28 correspond with the nameplate capacity
of rooftop solar on Idaho Power’s system each year? If not, what do they
represent?
(c) Why do the ELCC values presented in cells F19 and F24 differ from the ELCC
values presented in Case No. IPC-E-22-22? (See Case No. IPC-E-22-22
“Appendix 4.12 ELCC & NREL Results” tab “Options,” which identifies a real-time
ELCC of 4.230% in 2020 and 10.918% in 2021.)
RESPONSE TO VOTE SOLAR’S REQUEST FOR PRODUCTION NO. 20:
a) The “Maximum Output” values for 2020, 2021, and 2022 as presented in cells F18,
F23, and F28 of the tab “Gen_Capacity” from Exhibit 2 – Ellsworth DI Testimony
represent the historical maximum export hour from all customers with on-site
generation. Please see Attachment – Response to Vote Solar Request No. 20 for
the hourly 8,760 customer-generator exports by year and corresponding maximum
output values.
b) No, the values in cells F18, F23, and F28 do not correspond with the nameplate
capacity of rooftop solar on Idaho Power’s system per year. Please see response
to Part A of this request for an explanation of the maximum output values.
c) The ELCC values presented in cells F19 and F24 differ from the ELCC values in
Case No. IPC-E-22-22 primarily due to the methodology update to the calculation’s

denominator which utilizes maximum output (IPC-E-23-14) instead of nameplate
capacity (IPC-E-22-22). Idaho Power implemented this update in recognition that
not all customers with on-site generation will be exporting to the system during the
identified On-Peak hours.

Inputs to the Company’s Reliability and Capacity Assessment Tool (which is
utilized to perform ELCC calculations) were also updated between the timing of
the two filings, such as:
i. Capacity Benefit Margin (“CBM”) decreased from 330 MW to 200 MW
ii. Gas unit monthly capacities
iii. Firm transmission monthly capacities
iv. Valmy coal seasonal capacity
v. Script enhancements
vi. 2012 Loss Study factors utilized (IPC-E-22-22), 2022 Loss Study factors
utilized (IPC-E-23-14)
vii. 0.05 event-days/year LOLE threshold utilized (IPC-E-22-22), 0.1 event-
days/year LOLE threshold utilized (IPC-E-23-14)

(a) Please provide the number of customers with solar installations in each year
through 2022, broken out by rate schedule.
(b) Please provide the capacity of customer solar installations in each year through
2022, broken out by rate schedule.

see the Excel file labeled “Attachment – Response to Vote Solar Request No. 21” for the
count of solar installations and total capacity for 2002 through 2022.
