4 COMMISSIONER LODGE:Welcome,everyone.Good
5 morning.Thank you so much for being here.This is the
6 customer hearing in the matter of the Case
7 No.IPC-E-23-07,also referred to as the matter of Idaho
8 Power Company's application for an order approving the
9 transfer of certain assets associated with Ritter Island.
10 Specifically,today is a hearing to take
11 testimony from members of the public in reference to
12 Idaho Power's request that was filed with the Commission
13 on March 2nd,2023.My name is Edward Lodge.I am the
14 Chair of today's proceedings.I am joined by
15 Commissioner John Hammond and we will comprise the
16 Commission in this case that will collectively make a
17 final determination on this matter.
18 To this point,no parties have intervened.
19 Today's objective is to take live public testimony which
20 will be added to the underlying record in the case.The
21 Commissioners will review the facts and evidence in the
22 record to make the final decisions for this proceeding.
23 Do we have anyone signed up to testify?
24 MR.RUSH:We don't at this time.

1 because today's is judicial in nature,we do have a court
2 reporter.Connie Bucy is here with us and she always
3 likes to remind us to speak slowly and clearly so we can
4 make sure that the transcript is appropriately captured
5 for the record.
6 I would like to at this point welcome the
7 parties to this matter,so let's begin with the Idaho
8 Power Company.Ms.Nordstrom or Mr.Larkin,are you with
9 us today?

11 Nordstrom on behalf of Idaho Power Company and I'm joined
12 by Matt Larkin and Donna Wheeler.

16 COMMISSIONER LODGE:You bet,thank you.We
17 have our Deputy Attorney General representing the Staff
18 of the Idaho Public Utilities Commission Mr.Michael
19 Duvall.
20 MR.DUVALL:Thank you,Commissioner.
21 COMMISSIONER LODGE:Thank you for being here.
22 Are there any other parties in this case that need to be
23 recognized for the record?
24 MS.VEGA:Good morning.If I may,this is
25 Deputy Attorney General Joy Vega.I represent the

1 Department of Parks and Recreation and I'm really just
2 here today to listen and report back to Director Buxton
3 for the Department,but I'm happy to attempt to answer
4 any questions if there are any from the PUC Commissioners
5 today.
6 COMMISSIONER LODGE:Thank you very much for
7 joining us.Since we don't have anybody signed up at the
8 moment,I would like to make sure,we're doubly sure,and
9 take a five-minute recess and to go off record.We'll
10 come back in five minutes to see if anybody has called in
11 and we'll proceed from there,so at this time let's go

24 MR.DUVALL:I would just like to quickly state
25 for the record that Staff reviewed the Company's

1 application and believe that it complies with Idaho Code
2 Section 61-322 and Idaho Code 61-328 generally,and so
3 specifically,in regard to Idaho Code 61-328,the
4 Commission Staff believes that this application is,the
5 request is,at harmony with the public interest,that it
6 does not adversely affect ratepayers,and,also,that the
7 transferring entity,the transferee,has the ability to
8 look after the system and make sure that the public
9 interest is served in that way.
10 COMMISSIONER LODGE:Thank you,appreciate that.
