ANDERSON: Good evening. This is the 3 time and place for a customer hearing in Case 4 Number IPC-E-23-01 also referred to In The 5 Matter of Idaho Power Company's Application for 6 Certificate of Public Convenience and Necessity 7 for the Boardman-to-Hemingway 500-kilovolt 8 Transmission Line project. 9 The purpose of this hearing is to take 10 testimony from members of the public in 11 reference to Idaho Power's request that was 12 filed with the Commission on January 9, 2023. 13 My name is Commissioner Eric Anderson. 14 I'm the Chair of tonight's proceedings. I'm 15 joined by Commissioner John Hammond to my left 16 and Commissioner Edward Lodge to my right. We 17 comprise the Commission in this case and we 18 will collectively make a final determination on 19 this matter. 20 To this point several parties have 21 intervened. And an informational workshop for 22 the public has been conducted. Tonight's 23 objective is to take live testimony which will 24 be added to the underlying record in this case. 25 The Commission will review the facts and - June 13, 2023 4 1 evidence in this record and make its final 2 decision from the proceedings. We don't have 3 anybody signed up to speak at this time. But 4 hopefully we'll anticipate some people showing 5 up here very briefly. 6 As far as the procedure goes tonight, I 7 will call your name from the sign-up sheet. 8 You will take the stand to be sworn in. I will 9 ask you to raise your right hand to swear or 10 affirm the testimony you're about to provide is 11 the whole truth. 12 The Deputy Attorney General, Mr. Michael 13 Duval, to my left will then ask you to identify 14 yourself for the record which will include your 15 name, spelling of your last name, your city of 16 residence and whether you're a customer of 17 Idaho Power, then you may present your 18 testimony. 19 Please remain standing to see if the 20 parties or the commissioners have any questions 21 after which you will be excused. And also when 22 we give testimony tonight, please stay true to 23 form and state the general issue that we're 24 having this meeting for. Don't get off subject 25 or we'll have to direct you to where you go - June 13, 2023 5 1 with those complaints. 2 For those in the audience we ask you to 3 refrain from reacting to any testimony while it 4 is being presented, or after. This means no 5 clapping, no verbal comment. We appreciate 6 your willingness to respect this process. 7 Since our cases are judicial in nature we 8 have a court reporter taking our official 9 transcript this evening. Our court reporter 10 this evening is Karla Steed-Layfield over here 11 to my left. 12 Please don't speak too softly or too fast 13 or we may need to give you a nudge and have you 14 speak a little slower or to speak up. This 15 transcript is necessary because in our 16 quasi-judicial role we must base our decisions 17 on the official record of which this is a part, 18 and that record is also significant in the 19 event that our decision is appealed. 20 At this time we'll take the appearance of 21 parties. Idaho Conservation 7 League. 8 Are there any parties that I have missed 9 on this case that needed to be recognized? I 10 see none. This is the point we go to taking 11 testimony. We have nobody signed up on the 12 list to do that at this point. So what I 13 suggest we do is take a five-minute recess. 14 Hopefully, someone will come and share their 15 thoughts with us.
