2 MR. ANDERSON: Good morning, everyone.
3 This is the time and place for a customer
4 hearing in Case Number IPC-E-23-01, also
5 referred to as In the Matter of Idaho Power
6 Company's Application for Certificate of Public
7 Convenience and Necessity of the
8 Boardman-to-Hemingway 500 kV Transmission Line
9 Project.
10 The purpose of this hearing is to take
11 testimony from the members of the public in
12 reference to Idaho Power's request that was filed
13 with the Commission on January 9, 2023.
14 My name is Commissioner Eric Anderson. I'm
15 the Chair for this morning's proceedings. I'm
16 joined by Commissioner Hammond to my right and
17 Commissioner Lodge to my left and we comprise the
18 Commission.
19 And in this case we will collectively make a
20 final determination on this matter. To this
21 point several parties have intervened. And an
22 informational workshop for the public has been
23 conducted.
24 Today's objective is to take live testimony
25 which will be added to the underlying record in
- June 13, 2023
4
1 this case. The commissioners will review the
2 facts and evidence in the record to make its
3 final decisions for this proceeding.
4 We currently have no one signed up to speak.
5 Hopefully that changes. As far as the procedure
6 this morning goes, I will call your name from the
7 sign-up sheet, and you will take the stand to be
8 sworn in. I will ask you to raise your right
9 hand to swear or affirm that the testimony you
10 are providing is the truth and the whole truth.
11 Our Deputy Attorney General, Mr. Michael
12 Duval, over to my far right will then ask you to
13 identify yourself for the record which will
14 include your name, spelling of your last name,
15 your city residence and whether you are a
16 customer of Idaho Power, then you may present
17 your testimony.
18 Please remain at the stand until all the
19 commissioners have had an opportunity to ask
20 questions also. And one other thing. If there's
21 testimony taken today, make sure it's pertinent
22 to this case and not other issues. If there are
23 other issues, we'll have staff direct you to
24 where those need to be delivered.
25 For those in the audience we ask that you
- June 13, 2023
5
1 refrain from reacting to any testimony, good or
2 bad. No clapping. No verbal comment. Our court
3 report this morning is Ms. Karla Steed-Layfield.
4 Please don't speak too softly or too fast or she
5 may ask you to slow down or speak up.
6 This transcript is necessary because of our
7 quasi-judicial role. We must base our decisions
8 on the official record of which this is a part
9 of. And that record is also significant in the
10 event that there is a decision that needs to be
11 appealed.
12 For the appearance of the parties, we have
13 Idaho Power here.
14 MR. WALKER: Donovan Walker on behalf of
15 Idaho Power.
16 MR. ANDERSON: Staff of the Idaho Public
17 Utilities Commission.
18 MR. DUVAL: Michael Duval here with the
19 Idaho Public Utilities Commission.
20 MR. ANDERSON: Welcome. Idaho Irrigation
21 Pumpers Association, Industrial Customers of
22 Idaho, Micron Technology, City of Boise, Idaho
23 Conservation League -- not here today.
24 Are there any other parties that I missed to
25 this case?
- June 13, 2023
6
1 (No response.)
2 MR. ANDERSON: Seeing none. It's time to
3 call our first witness. We don't have any yet.
4 So what we'll do, we'll take a five-minute
5 break, recess and come back and see if somebody
6 shows up. Maybe it's the road construction or
7 something else going on. But we'll take a
8 five-minute break starting now.
9 (Break taken.)
10 MR. ANDERSON: So we're going to go ahead
11 and call this hearing back to order. We do not
12 have anybody signed up. So we've had the
13 opportunity for public testimony today, and no
14 one is here to do that. So at this point in
15 time, we're adjourned.
