IPC-E.22.22 CLEAN ENERGY OPPORTUNITIES FOR IDAHO'S FIRST PRODUCTION REQUEST TO IDAHO POWER COMPANY COMES NOW Clean Energy Oppornrnities for Idaho (CEO), by and through its attorney of record, Kelsey Jae of the firm Kelsey Jae LLC, request that Idaho Power Company ("Idaho Powef'or "the Company") provide 0re following documents within 21 days. This Production Request is continuing, and Idaho Power is requested to provide, by way of supplemenary responses, additional documents that it or any person acting on is behaU may later obtain that will augment the documents produced. Please provide answers to each question with supporting workpapers that provide detail or are the source of information used in calculations. Please provide any Excel files with formulas active. Additionally, please include the name and phone number of the person preparing the document, and the name, location, and phone number of the record holder and, if different, the witress who can sponsor the answer at hearing if need be. CLEAN ENERGY OPPORTUNITIES FOR IDAHO - FIRST PRODUCTION REQUEST - 1 IPC-E-22-22 As allowed by IDAPA 31.01.01.228.01, CEO agrees to Idaho Power depositing the response in an elecnonic depository. REOUEST NO 1. In section 4.1.1.2 of the VODER study, the Company explains that: "for purposes of the study, the value for the ECR uses a historically based indicative price based on a 3-year average of the ICE Mid-C [ndex." A similar 3-year averaging is used in section 4.L.1.3 with ELAP price data. Please explain why 3-year averages were utjlized for calculating ICE MID-C Index and ELAP ECR values in light of Commission direction to use the "most current data possible". REOUEST NO 2. Please provide in Excel formag similar to that used in the Appendices referenced below, the most curcnt 2022 hourly data possible (with no averaging of prior years) for: a. 2022 IRP hourly prices as per that provided in Appendix 4.1 b. 2022ICE MID-C hourly prices as per Appendix 4.2 c. 2022 Energy Irnbalance Market Load Aggregation Point (ELAP) hourly prices as per Appendix 4.3 d. 2022 Net hourly exports as per Appendix 4.4 REOUEST NO 3. Figure 10.3 at page 109 in ttre VODER study presents "Idaho Power webpage of examples of a typical home's payback under a Net Energy Metering and Hourly Net Billing compensation stucturc."
