Report on home inspections done for SCCAP WAQC production. Inspections done between 10/14/2019 and 10/23/2019, by Kent Kearns inspector, KENT for short – Kearns ENTerprises.
General Findings:Generally, all clients felt that the application process was straight forward and easy, with many, many compliments concerning friendliness of intake staff and intake process. Some time (up to a year) elapsed from intake to installation, but clients were understanding of backlog, as explained by staff.All Auditors, Crew Members, and Inspectors were highly complimented by all clients, which is very good. Clients many times mentioned staff by name, Ken and Rod in particular, but with many other named staff mentioned by clients.I always asked about the friendliness of staff and subcontractors,whether the client was happy with all the work done, as well as how well both cleaned up after themselves. All clients were very pleased and surprised by the cleanup done after completion of weatherization work by both crews and subcontractors. Many mentioned that Agency Staff even went so far as to put down visqueen walkways, in many of the homes, during the attic and/or floor insulation process.Duct and pipe insulation, as well as all attic and floor preparations (i.e. baffles, dams built around heat sources, visqueen ground covers, venting (attic and crawl space) were all excellent. The lathe used to secure floor insulation was always done in an appropriate manner, and done well.Window and door replacements were always well fitted and finished, with both trim, sill, and casement finished inside and out, with appropriate caulking and weather stripping.LEDs installed where appropriate in all homes, as were smoke and CO detectors.

Observations:New sliding glass door installed very well, operates with ease. Attic insulation done well, in a home where original construction is “different” with knee walls and stairways. Floor, water line and duct insulation done very well, with appropriate lathe and vapor barrier in a decent crawl space. Repaired duct work in crawl space with a nice improvement in BPI distribution efficiency. Smoke and CO detectors placed appropriately. Replaced thermostat and element in water heater, vented dryer out the wall. Bath fan installation was done well. New heat pump, serial numbers not noted on JOS, outside unit is 1917X18157, interior unit is 190201706. LEDs placed appropriately.
Client comments:Application process was pretty simple, they came to me, it was great. Lots of work done, duct work was fixed and plumbing penetrations plugged. Amazed at all the work that was done, taking several days. Has noticed sound deadening already. Sliding glass, door broken by previous renter, was appreciated, along with all the other work done to home. Our home is now more comfortable, and affordable since work was completed. Bills used to run $500 plus for only 2,300 square foot house. Great bunch of guys doing the work, kidded among themselves, kept us informed about what they were doing and why. Clean up after themselves, crews and subcontractor. Professional workers, welcomed into our home. Very appreciative of all work done. Big difference in comfort and quietness of home now.

Observations:
Window replacement (computer room) fits well and finished well. Attic preparations done well, as was installation of insulation (some of client’s storage items in attic are quite dusty, but she did not mind). Floor insulation, along with preparation and lathe, with visqueen done very well, in a crawl space that had stand up area, as well as very, very, very tight access areas in both front and back of home. Good placement of new floor registers. New ducts wrapped and secured well. Dryer vent replaced. Range vent and bath fan work done very well. Appropriate smoke/CO detector placement, along with LEDS. New heat pump done well interior and exterior, with matching serial numbers on JOS.
Client comments:
Have already seen a substantial decrease in heating costs $300 down to $100. Home is more comfortable now. Great crews, really polite, extremely friendly, really sweet. Application process was smooth. Crews and subcontractor cleaned up after selves very well. Doesn’t care for the look of the venting material used above new range hood (silver, duct material), will find some copper wrap to cover over it herself.

Observations:Window replacements (7) were done very well, good fit and finish. Wall insulation via plug and fill, plugs finished well. Good preparation of attic, and insulation installation, gable venting good. Rim joist insulation in basement done well. Door and window sealing done well. Smoke/CO placement was appropriate, as were LEDs. Bath fan installation done well.
Client comments:Long time between application and work, but very appreciative of all the work that was done to home. Clients were excited about all the work that was done. Reduced bills from $400 to $180. Did such a good job of hiding plug holes in walls. Such a nice group of people worked on home. Rod and John mentioned several times. Plastic runners were nice when used. Amazing how it feels now in home versus previous to work. West wind used to blow right through walls and doors and now it doesn’t. Home is much more comfortable now, especially door and window sealing appreciated. Almost feels like a new house. Bath fan has made a world of difference. Did such a good job, left me with a really good feeling about their work. It shows that the workers really care about what they are doing. Client gave me a thank you note for SCCAP, which I addressed and mailed the next day. Very happy with the workers and their kindness to us.

Observations:Good fit and finish on door replacements (2) with appropriate weather stripping. Good duct insulation installation, along with patching of missing floor insulation and visqueen. Appropriate placement of smoke detectors (3) and CO detector. Electrical repair of ceiling fan. Bath fan installed, along with damper in range vent. Fixed wiring at hot water heater. New heat pump system installed, with matching serial numbers to JOS. LEDs as appropriate.
Client comments:Application process was easy. They did a wonderful job on my home. My home is now a lot less drafty, can tell a big difference already. Fixed my roof for me. Sent a letter to Agency thanking them for all that they did. Enjoyed the crews, ready for them to stop by for some coffee. Crews are always welcome at my home. Subcontractor was great too. Really appreciate Idaho Power Company and all that they did for me. Before, $400 a month, now down to $150 level pay and expect even lower ($95?) next time level pay adjusted in coming February (2020).No remediation necessary.

Observations:Good fit and finish on window replacements (9). Nice installation of “patch” insulation in crawl space with lathe where needed and floor patching, pipe wrap in tight crawl space. Dyer venting to outside. Good improvement to BPI Distribution Efficiency (.72 to .93). Range hood installation done well, as was bath whisper fan. New heat pump system, done well, with matching serial numbers to JOS.
Client comments:Things are good, easy application process. Went for fuel assistance and learned about Weatherization Program. Workers were good, polite, informative, kept informed about what work was to be done that day. Cleaned up after selves. Subcontractor was professional, courteous. Lots less drafts in home now. Power bill was $200-250, now $100 or less. Have already noticed a significant difference in comfort with A/C and better heating system, in a home with less drafts. House warms up faster now with new furnace.

Observations:Client was not at home for intended appointment (11:00 am) when I arrived. Waited until 11:30 before leaving, and then returned after a later appointment 1:00 pm, waiting until 1:30 before giving up on client. Only was able to observe measures installed from outside of home. Good door sealing and low boy thresholds. Roof vents installed.
Client comments:None, as client was not at home for appointment or follow up stop by. No client survey was therefore obtained.No remediation necessary
