IPC.E-20.30 FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY The Staff of the Idaho Public Utilities Commission, by and through its attorney of record, Edward Jewell, Deputy Attorney General, request that Idaho Power Company (Company) provide the following documents and information as soon as possible, or by FRIDAY, SEPTEMBER 25, 2020. This production Request is continuing, and the Company is requested to provide, by way of supplementary responses, additional documents that it or any person acting on its behalf may later obtain that will augment the documents produced. please provide answers to each question, supporting workpapers that provide detail or are the source of information used in calculations. The Company is reminded that responses pursuant to Commission Rules of Procedure must include the name and phone number of the person preparing the document, and the name, location and phone number of the record holder and if different the witness who can sponsor the answer at hearing if need be. Reference IDAPA 31.01.01.228. FIRST PRODUCTION REQUEST TO IDAHO POWER SEPTEMBER4,2O2O In addition to the written copies provided as response to the questions, please provide all Excel and electronic files on CD with formulas activated. REQUEST NO. 1: In its proposed Schedule 68, the Company defines a Distributed Energy Resource (DER) as "...a source of electric power that is not directly connected to the bulk power system. Any combination of Generation Facilities and/or Energy Storage devices connected in Parallel is considered a DER." Please define the term "bulk power system." REQUEST NO. 2: On page 5 of proposed Schedule 68 the Company states, "Disconnection Equipment will be installed at an electrical location on the Customer Generator's side of the Company's retail metering point to allow complete isolation of the Customer's DER and lnterconnection Facilities from the Customer Generator's other electrical load and service." In the same section, the Company provides the following disclaimer, "The disconnection may result in interruption of both energy deliveries from the Customer Generator System to the Company as well as intemrption of energy deliveries from the Company to the Customer Generator." Given that the disconnection equipment is located so that it completely isolates the Customer's DER/Interconnection facilities from the Customer's electrical load and service, please explain why disconnection could result in interruption of energy deliveries to the customer. REeUEST NO.3: In Table 1 of Schedule 68, the Company proposes default settings of yr-0.92oh,y2:0.98%o,Yfl.O3oh,and V+ :1.060/o. Please confirm that these should actually read Yr0.92,Vz:0.98, Vr=l.03, and Va:l.06 per unit (pu). REeUEST NO. 4: The values of Vs and V+ in proposed Schedule 68 (Table l) differ from the default settings recommended in Table 8 of IEEE 1547-2018. Please explain why the Company proposes these particular values. REQUEST NO. 5: Please provide the following: a. The list of smart inverters currently approved by Idaho Power for use on its system; b. The criteria for determining whether a smart inverter can be added to the list; and c. The process that is used for adding a smart inverter to the approved list. FIRST PRODUCTION REQUEST TO IDAHO POWER SEPTEMBER 4,20202 REQUEST NO. 6: Please provide any studies conducted by the Company or on its behalf regarding the ability of the Company's proposed ride-through settings to prevent cascading in portions of the grid with high DER penetration rates. REQUEST NO. 7: Please provide any studies conducted by the Company or on its behalf regarding the Conservation Voltage Reduction (CVR) value of the Company's Smart Inverter Policy. REQUEST NO. 8: How does the Company propose to prevent islanding? REQUEST NO. 9: Does the Company propose that the voltage-reactive power settings on page 7 of Schedule 68 apply to non-exporting systems? If so, please explain why. REQUEST NO. 10: Will the inverter settings described on page 7 of Schedule 68 reduce the active power delivered by a customer's generator to the customer when 100% of the energy it produces is used by the customer, and none is being exported to the grid? REQUEST NO. 1l: Will the inverter settings described on page 7 of Schedule 68 reduce the active power delivered by a customer's generator to the customer when some of the energy it produces is being exported to the grid? REeUEST NO. 12: On page 8 of its Application, the Company states that it will notiff interested parties of the request regarding smart inverters and send a communication directly to installers known to be operating in its service areas. a. Please provide copies of the notifications and communications that either have been, or will be sent to interested parties, stakeholders, and installers. b. Please explain how the Company identified interested parties, stakeholders, and installers. c. Please provide the dates on which notifications and communications were sent or will be sent.
