The project names, case numbers, nameplate capacities, pricing methodologies, and approved dates. b. ldentify the wind and solar projects that were grandfathered with the prior eligibility cap of 100 kW. RESPONSE TO REQUEST NO. 17: Based on a conference callwith ldaho Public Utilities Commission ("Commission") Staff on June 30, 2020,ldaho Power has compiled a list of wind and solar projects with contracts that were approved by the Commission between February 20,2008 and December 14, 2010, along with the conesponding case numbers, nameplate capacities and contract approval dates for each project. The project list is attached. The response to this Request is sponsored by Michael Danington, Energy Contracts Leader, ldaho Power Company. RESPONSE TO REQUEST NO. 18: Based on a conference call with ldaho Public Utilities Commission ("Commission") Staff on June 30, 2020, ldaho Power has compiled a list of wind and solar projects with contracts that were approved by the Commission after December 14, 2010, along with the conesponding case numbers, nameplate capacities and contract approval dates for each project. IDAHO POWER COMPANY'S PARTIAL RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 3 REQUEST NO. 21: Please provide the average difference between non- levelized, non-fueled, published rates for the "othe/' SAR category and IRP-based avoided cost rates for a 10 MW project over 20 years. RESPONSE TO REQUEST NO. 21: ln December 2019,ldaho Power provided ldaho Public Utilities Commission Staff with incremental cost integrated resource plan ("lClRP') avoided cost prices for each of the five resource types that are priced using the surrogate avoided resource ("SAR") methodology for published avoided cost prices. Staff requested ICIRP price for research purposes that were based on ldaho Power's 2017 lntegrated Resource Plan weighted average cost of capital ("WACC") of 6.740/o and another based on Staffs proposed WACC of 7.5o/o. Based on the June 30, 2020, conference call with Staff, it is Idaho Power's understanding that Staff will use the provided ICIRP prices to compare with SAR published avoided cost rates. IDAHO POWER COMPANY'S PARTIAL RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 4 REQUEST NO. 23: Please provide the tota! actual cycle time (i.e. the amount of days from the time a developer submits the Qualifying Facility Energy Sales Agreement Application until the ESA is signed by both the Company and the Developer) for each origina! contract (non-renewal contract) developed under Schedule 73 Contracting Procedures established in Case No. IPC-E-14-24 that was under the eligibility cap using published rates and for each contract that was over the eligibility cap that used IRP-based rates. For each contract, please list the date that the initial application was submitted and the date the contract was signed by both parties, the nameplate capacity of the QF and whether it was below the eligibility cap using published rates or over the eligibility cap using IRP-based rates. Please put into spreadsheet format. RESPONSE TO REQUEST NO. 23: ldaho Power's tariff Schedule 73, Cogeneration and Small Power Production Schedule - ldaho, was approved by the ldaho Public Utilities Commission in Order No. 33197 on December 29,2014, with an effective date of January 1, 2015. Since Schedule 73 went into effect, ldaho Power has entered into four (three hydro and 1 biomass) PURPA energy sales agreements with new Qualifying Facilities. The project listing is attached and identifies whether the project was eligible for published avoided cost rates or incremental cost integrated resource plan- based rates.
