In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, May 19, 2014. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's May 21, 2014 Decision Memorandum re: Application for Approval of an Amendment to the Interconnection Agreement Between CenturyTel of Idaho, Inc. dba CenturyLink f/k/a CenturyTel of Idaho, Inc. and CenturyTel of the Gem State, Inc. dba CenturyLink f/k/a CenturyTel of the Gem State - Idaho, Inc. ("CenturyLink") and Sprint Spectrum LP ("Sprint Spectrum"), Case No. CEN-T-00-01. 3. Neil Price's May 23, 2014 Decision Memorandum re: In the Matter of Boise Valley Railroad, LLC's Objection to Its 2014 Assessment Fee, Case No. BVR-R-14-01. 4. Neil Price's May 23, 2014 Decision Memorandum re: In the Matter of Eastern Idaho Railroad, LLC's Objection to Its 2014 Assessment Fee, Case No. EIR-R-14-01. 5. Terri Carlock's May 22, 2014 Decision Memorandum re: Application of Morning View Water Company to Increase IDEQ Borrowing Authority, Case No. MNV-W-14-01. 6. Yao Yin/Kris Sasser's May 23, 2014 Decision Memorandum re: Update to Published Avoided Cost Rates to Reflect an Updated Natural Gas Price Forecast of the U.S. Energy Information Administration (EIA), Case Nos. AVU-E-14-04, IPC-E-14-11, PAC-E-14-03. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 6 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 7. Deliberation re: Idaho Power's Application to Implement Fixed Cost Adjustment Rates Effective June 1, 2014 through May 31, 2015, Case No. IPC-E-14-03. [Karl Klein, Attorney] 8. Deliberation re: Idaho Power's PCA Application, Case No. IPC-E-14-05. [Karl Klein, Attorney] 9. Deliberation re: Idaho Power Company's Petition to Temporarily Suspend Its PURPA Obligation to Purchase Energy Generated by Solar-Powered Qualifying Facilities (QFs), Case No. IPC-E-14-09. [Kristine Sasser, Attorney] 10. Deliberation re: Avista's Application for Proposed Revisions to Its Tariff Schedule 62, Case No. AVU-E-14-03. [Kristine Sasser, Attorney] Commissioner Kjellander stated that items 7 through 10 would be deliberated privately.
