IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION
REQUEST OF SIERRA CLUB TO IDAHO POWER COMPANY - 9
REQUEST NO. 6: Please provide evidence, based on the same resource
adequacy study identified in response to question 6 or othenrise, that Valmy unit 2
capacity will be needed during the2023 through 2025 period.
RESPONSE TO REQUEST NO. 6: ln the Excel spreadsheet provided in the
Company's response to Sierra Club Request No.5, cells DVg, DV10 and DV1l
represent ldaho Powefs Planning Margin in the yearc 2023,2024 and 2025 for the
preferred portfolio in the Second Amended 2019 lRP. The removal of Valmy Unit 2 is
represented as a Resource Peak Capacity removal between cells Y8 and Yg.
Cells DVg, DV10 and DV11 show that ldaho Power can maintain a 15 percent
Planning Margin without Valmy Unit 2. This Planning Margin includes the assumption
that ldaho Power can purchase up to 360 MW from the southem power markets, which
is represented as a component of Column Z "lmport Capacity with B2H.' lf this 360 MW
were unavailable, the Company's Planning Margin would drop below 9 percent in 2025.
This supports the need to, at a minimum, either (1) transact an energy purchase from
the South to fill part of this 360 MW, as assumed in the Second Amended 2019 IRP or
(2) continue operations of Idaho Powe/s share of North Valmy Unit 2.
For additional information, please reference the "Valmy Unit 2 Exit Date'section
on Page 18 and the'Nevada Transmission without North Valmy" section on Page 77 ot
the Second Amended 2019 lRP.
The response to this Request is sponsored by Jared Hansen, Resource Planning
Leader, ldaho Power Company.
