COMES NOW, Idaho Power Company, and in response to the Fourth Production
Request of the Commission Staff to ldaho Power Company dated May 6, 2019,
herewith submits the following information:
IDAHO POWER COMPANY'S RESPONSE TO THE FOURTH
PRODUCTION REQUEST OF THE COMMISSION STAFF - 1
BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
REQUEST NO. 19: Please provide a copy of NV Energy's competitive bidding
practices and policies used to contract work performed on the North Valmy facility
RESPONSE TO REQUEST NO. 19: A copy of NV Energy's confidential
Corporate Procurement Policy is provided with this response. The confidential
attachment will be provided to those parties that have signed the Protective Agreement
in this matter. Please note, NV Energy redacted two sections of the policy as it contains
commercially sensitive information. Decisions regarding internally completing capital
work in lieu of procuring external contractors are made by NV Energy and the plant on a
project-by-project basis based on plant workload, skills required, licensing requirements,
and similar considerations. The plant staffing levels are maintained for the reliable
operation and maintenance of the plant, without excess staffing for larger scale capital
project work. Smaller capital projects such as motor, valve, and pump replacements
may be completed with plant staff if workload allows.

Power Supply, Planning, and Operations, ldaho Power Company.
