COMES NOW, ldaho Power Company ("ldaho Power" or "Company"), and in
response to the First Production Request of the Commission Staff to ldaho Power
Company dated February 27,2019, herewith submits the following information:

REQUEST NO. 1: Please describe all funding sources and avenues the
Company pursued to make the program viable and achieve desired participation rates.
RESPONSE TO REQUEST NO. 1: The primary funding source was to be
participant subscription purchases. The subscription price included the benefits of
federal tax credits, a Company shareholder contribution of 15 percent, as well as a
portion envisioned to be funded by all customers through base rates.
The Company pursued several avenues to promote participation in the
Community Solar Pilot Program ("Program"). These included bill flyers, letters and
postcards, email, radio, newspaper, and social media. The Company showcased
displays at trade shows and other events, presented to interested groups, and the
Company's energy advisors personally connected with over 300 businesses about the
program. Additionally, ldaho Power worked with several large customers and a
municipality to potentially purchase unsubscribed portions of the array. The Company
also leveraged external stakeholders such as local environmental groups and
municipalities to help promote the program to their constituents.

REQUEST NO. 2: ln the Company's 2019 Community Solar Annual Report, the
Company describes working with several large customers and a municipality to
potentially purchase unsubscribed portions of the affay. Annual Report at 4. Please
describe all options that were presented to and by the Company and explain why they
were not acceptable.
RESPONSE TO EOUEST NO. 2:The Company worked with customers to
help them meet their renewable targets through subscribing to the Program. ln these
meetings, the Company provided 25-year solar credit estimates and identified the
additional benefits of community solar, such as meeting customers' sustainability goals
and the opportunity to receive special recognition for participation.
Below is an example of a tailored community solar quote for a large customer:

While each business had its own unique circumstances, some common feedback
was that the significant upfront cost and longterm payback proposition was not
attractive from a business perspective. Other feedback was that there were lower cost

options to meet sustainability goals by purchasing Renewable Energy Certificates
nationally.

REQUEST NO. 3: ln Case No. IPC-E-16-14, the Company described the
Community Solar Pilot Program as a learning opportunity and included customer
commitment, construction, contracting, interconnection, maintenance, and billing as
learning areas. Application at 3. For each of the above listed learning areas please
describe:

RESPONSE TO REQUEST NO. 3:
Gustomer Commitment:

Regarding customer commitment, the Company learned three main reasons that
customers were not interested in the Program. First, the upfront investment was a
barrier to both residential and business customers, even though subscribers would likely
recoup their investment over the life of the subscription. Second, some customers
falsely believed community solar should be cheaper than the standard energy mix,
leading to significant bill savings. Third, business customers did not want an investment
that took longer than 10 to 15 years to realize a return. Additionally, the Company
learned that most subscribers purchased a single subscription and only 10 participants
purchased enough subscriptions to match half or more of their annual energy use.
How those /essons differed from original assumptionsa
The purpose of the pilot was to learn about customers' commitment to renewable
energy options at pricing that would avoid subsidization by non-participants. The
Company did not preliminarily presume whether the commitment would be sufficient to
fund the project.
How this program or a future program could be modified to be successfu/.
Because a key objective for a voluntary ldaho Power community solar program is
to avoid subsidization by non-participants, and economics were the main barrier to
participation, it is unclear at this time whether there are modifications that could lead to
a successful program. lf the cost of solar generation resources declines to a level that

would reduce the payback period for potential customer participants below the desired
10 to 1S-year period, a Community Solar Program offering could be successful.

The Company learned that:
(1) Both upfront and monthly billing options were possible;
(2) lt would take significant billing system modifications and costs for the
subscription charges to be incorporated into existing utility bills, which is why community
solar subscriptions had to be billed separately;(3) More participants utilized the upfront payment option than the monthly
billing option.
The Company was able to conceptionally develop a method to provide on-bill
monthly credits for the solar array's production; however, this was not implemented or
tested because the solar affay was not constructed.

The Company had originally assumed that the monthly billing option would
generate more participation than the upfront option.

Making the modifications to the billing system to allow subscription costs to be
integrated into the monthly utility bills may improve the experience of some participants,
but it would also contribute to higher subscription costs.

REQUEST NO. 4:Please explain the advantages of suspending the program
rather than cancelling it.
RESPONSE TO REQUEST NO. 4: The Company chose to request suspension
of the Program rather than cancelling because it demonstrates Idaho Power's desire to
continue working with stakeholders to determine a community solar program design that
could be successful in a future offering. We believe that filing to cancel the Program
may have sent an incorrect message to stakeholders that ldaho Power was abandoning
efforts to develop a successfu! community solar program offering.

three applications were denied because the customers held electric service in the
Company's Oregon service area. The Program is only available to customers in the
Company's ldaho service area.
